The results of the 2024 Performance Evaluation for Promotion of Private Participation in Infrastructure (PPP) are in! The Ministry of Finance (MOF) announced that in order to encourage local governments to actively promote PPP projects, enhance contract management efficiency, and attract private institution investment in infrastructure projects, an annual performance evaluation is conducted across 22 city and county governments. This year marks the third year of the performance evaluation program.
For the 2024 evaluation, six local governments achieved excellence-level results or higher. Among the special municipalities, Tainan City, New Taipei City, and Kaohsiung City stood out with exceptional performances, earning top honors. Taoyuan City and Taichung City also performed commendably, receiving excellence awards. In the county/city government category, Hsinchu County was the sole recipient of the excellence award. Other governments, including Changhua County, Chiayi County, Keelung City, Hsinchu City, Pingtung County, Chiayi City, and Yunlin County, were rated as Grade A.
The MOF explained that the evaluation process for 2024 began in mid-April and spanned over six months. It involved self-assessments by the local governments, written reviews by the committee, evaluation meetings, and on-site inspections. To motivate local governments to prioritize PPP projects, the reward for top performance was increased from NT$500,000 to NT$1,000,000 this year.
The evaluation committee noted that local governments’ commitment to PPP projects has steadily increased over the years, demonstrating that the MOF’s continued performance evaluation is effectively enhancing PPP promotion. The MOF plans to publicly recognize these awards at the 2025 Taiwan PPP Investment Convention. This event aims to encourage sustained efforts in PPP promotion and the provision of high-quality services. The MOF welcomes all sectors to attend and celebrate these achievements together!
