The Ministry of Finance today announced the preliminary review results of the 24th Golden Thumb Awards for PPP Projects. This year's competition attracted 36 applications, the highest number in nearly a decade. The preliminary review selected 13 candidates for the Government Team Award and 11 candidates for the Private Sector Team Award (see attached list), totaling 24 short-listed projects spanning diverse types of public infrastructure, including long-term care facilities, film and television production studios, and agricultural zones. The Ministry will next conduct on-site inspections and a second-round review, with the results to be publicly announced and the winning teams honored in late October.
The Ministry noted that this year's shortlisted projects span a wide range of public infrastructure categories, including transportation, health, welfare and medical facilities, cultural, educational, and audiovisual (film, television, and music) facilities, green energy, and agricultural and resource recycling and reuse facilities. To gain a deeper understanding of each applicant's actual implementation progress and contract management, the review committee will conduct on-site inspections at each project site, evaluating planning, execution, operation, and supervision. A second-round review meeting is scheduled for late August to select this year's Golden Thumb Award winners.
The Ministry further explained that, to encourage sponsoring agencies and private institutions participating in PPP projects, government teams receiving the Special Excellence Award will be granted a cash prize of NT$500,000, while winning private sector teams may apply to their sponsoring agencies for reductions in performance bonds and royalty fees. Through the Golden Thumb Awards, the Ministry hopes to recognize outstanding cases and continue to encourage broader participation in the construction and operation of public infrastructure, jointly enhancing public services and quality of life for citizens.
