Private Participation in Public Infrastructure Continues to Advance! Golden Thumb Awards, the Oscars of PPP, to Be Held on October 23!

According to the Ministry of Finance (MOF), the joint efforts of government agencies resulted in 93 contracts for private participation in infrastructure projects signed as of the end of September 2026, with total private investment of NT$117.8 billion. Among these, 52 projects were implemented under the Act for Promotion of Private Participation in Infrastructure Projects, attracting NT$14.9 billion in private investment. Among the projects contracted under the Act, the Shang 4 Commercial Facilities PPP Project in East District, Tainan City, in the commercial facilities category, attracted the largest amount of private investment, at approximately NT$4.5 billion. Contracts were also successfully signed in other categories, including sewerage facilities (the Chiayi County Expanded County Seat Area Reclaimed Water Plant BTO Project with Compensation), health, welfare and medical facilities (the Zhunan 3 Long-Term Care Institution BOO Project in Nangang District, Taipei City), and environmental pollution prevention facilities (the Tianwaitian Waste Resource Recycling Incineration Plant ROT Project in Keelung City).

The MOF further noted that, to recognize outstanding PPP projects, the 24th Golden Thumb Awards for Private Participation in Infrastructure Projects Award Ceremony will be held at 2:00 p.m. on Friday, October 23, at the Taipei International Convention Center. Following rigorous evaluation and on-site inspections, 15 teams have been selected for this year’s awards, demonstrating the achievements of public-private collaboration in advancing public infrastructure. All sectors are welcome to attend and celebrate the efforts and achievements of the award-winning teams. Please refer to the attachment for the full list of winners in each award category.

This year’s award-winning projects each have distinctive features. The Taichung City Renai General Long-Term Care Institution ROT Project, jointly promoted by the Taichung City Government and the Buddhist Tzu Chi Medical Foundation, achieved its contractual target of opening 200 residential care beds one year ahead of schedule and established day care facilities serving 60 people. The private institution also voluntarily increased the number of publicly funded beds in the first year from 15 to 30 and set a voluntary target of 45% for residents returning home through reablement, expanding care capacity for elderly people and improving their chances of returning home. Meanwhile, The Private Participation for Construction of Sewage System in Puding Urban Planning Area, Taoyuan City, a BOT project, was jointly implemented by the Department of Water Resources, Taoyuan City Government, and HDEC (Puding) Environment Corp. The Taoyuan City Government resolved land-related issues through a land exchange strategy and provided subsidies and preferential loans to encourage household sewer connections. The private institution used the elevation difference across the plant site to convey sewage by gravity, reducing electricity consumption while improving project implementation efficiency and supporting environmental sustainability.

The MOF stated that the award-winning projects are the result of collaboration between the public and private sectors. It hopes that these exemplary projects and the experience gained from their implementation will serve as references for government agencies and private institutions in promoting PPP projects.
