The Ministry of Finance held the “2026 Investment Promotion Conference for Private Participation in Public Infrastructure” today (the 24th) with great success. Centered on the theme “Private Participation, Creating a Triple Win,” the conference featured remarks by Minister without Portfolio Chen Chin-te of the Executive Yuan, who also presented the Investment Promotion Excellence Award, the Investment Promotion Special Award, and the Outstanding PPP Performance Evaluation Award along with cash prizes, in recognition of the outstanding agencies and impressive achievements of the past year.
In his remarks, Minister without Portfolio Chen Chin-te of the Executive Yuan stated that private participation is a key driving force behind national infrastructure development. To carry out President Lai Ching-te’s “National Hope Project” policy blueprint, the Executive Yuan is actively advancing the “Trillion-Dollar Investment National Development Plan,” using a range of strategies to channel private capital into national infrastructure and generate mutual benefits for the government, businesses, and society. The plan aims to achieve NT$682.9 billion in total national private investment between 2025 and 2028. Last year (2025), the number of signed PPP contracts for private participation in public infrastructure reached 160, with the total investment amount surging to NT$380.7 billion — not only exceeding the Trillion-Dollar Plan’s original first-year target of NT$149.8 billion, but also setting a new historic high.
Minister of Finance Chuang Tsui-Yun further explained that, driven by the Executive Yuan’s “Trillion-Dollar Investment National Development Plan” and the “New Ten Major AI Construction Projects,” PPP policy is entering a new stage — no longer confined to traditional infrastructure such as parking lots, but instead aligning with current key policy directions to comprehensively deploy critical infrastructure in digital transformation, net-zero sustainability, and AI. The Ministry of Finance will continue to refine the PPP system, improve regulations, and facilitate diverse investment mechanisms to attract more private resources and drive the nation’s steady growth through public-private collaboration.
This Investment Promotion Conference compiles 94 quality investment opportunities from across the country, unveiling a total investment opportunity exceeding NT$220 billion. This marks the second consecutive year that opportunities exceeding NT$220 billion have been unveiled, following last year. The projects on offer cover key infrastructure vital to people’s livelihoods and national industrial development, including the Chiayi Seawater Desalination Plant, the Taichung Futian Reclaimed Water Project, and the Yunlin County Renwen Park Social Housing Project, among others.
To maximize the effectiveness of this investment exchange, the conference venue features a dedicated exhibition area themed around the “Innovative PPP Promotion Mechanism” under the Trillion-Dollar Investment National Development Plan, along with exhibition booths designed to facilitate in-depth interaction between guests and agency representatives. In addition, detailed project information is available online via the “PPP iMAP Investment Promotion Map” , allowing all sectors to stay up to date on investment trends at any time. The conference drew more than 500 industry representatives to attend the ceremony and visit the investment promotion booths, generating lively on-site engagement and demonstrating strong public interest in and support for private participation in public infrastructure — injecting new momentum into Taiwan’s public infrastructure development.
