To accelerate the revitalization of national assets, the National Property Administration (NPA) has obtained national non-public use houses and lands allocated through participation in urban renewal (hereinafter referred to as “urban renewal allocated houses and lands”) and reduced management and maintenance costs. The Ministry of Finance amended and promulgated the Regulations for Leasing of National Non-public Use Real Estate on June 1, 2026, and the NPA amended and promulgated the Operation Directions for the Lease by Tender of National Non-public Use Real Estate on July 23 of the same year, launching a new system for lease renewal of national houses and lands by tender. Houses and lands leased by tender may be renewed up to three times, with a maximum lease term of 20 years, with the aim of increasing the willingness of the private sector to bid for national houses and lands and promoting the revitalization of idle assets.
The NPA stated that the lease term for national houses and lands by tender is five years. In the past, when lessees wished to continue using the properties, they could only apply to the tendering agency to conduct a new tender before the expiration of the lease term, with the original lessee winning the tender depending on the tender opening results, or, based on the awarded annual rent, having priority to lease the property. Under the amendments to the relevant regulations, for national houses and lands whose lease by tender is publicly announced on or after July 23, 2026, lessees may apply for a contract renewal six months before the expiration of the lease term. The contract may be renewed up to three times, and the maximum lease term may reach 20 years, providing lessees with longer-term lease security. The annual rent for renewal will be adjusted at each renewal based on the rate of change in the rent component of the Consumer Price Index, but shall not be lower than the annual rent under the original lease contract, thereby taking into account the reasonableness of rent and National Treasury revenue.
The NPA further stated that the relevant tender documents and contracts have been amended in accordance with the new system. The first batch of urban renewal allocated houses and lands consists of 20 units in “Taipei Star Diamond” in Da’an District, Taipei City, and the lease by tender is expected to be publicly announced at the end of July 2026. Members of the public interested in leasing are welcome to actively participate in the tender. In addition, the NPA would like to remind the public that the national houses and lands included in this tender announcement will be available for on-site viewing by appointment. Those interested in viewing the properties should pay attention to subsequent tender announcements and contact the NPA Northern Region Branch by telephone during the appointment period to register for an appointment, so that on-site viewing arrangements can be made.
