The Ministry of Finance indicates that national real estate is the asset of all the people. In line with national policies, national real estate is released and actively revitalized to create sustainable sources of revenue. As of the end of July 2026, the results are as follows:
I. Provide Needed National Real Estate in Line with Social Welfare Policies
(I) Social Housing
Provided 92.21 hectares of national land (29.64 hectares appropriated, 30.45 hectares donated, 17.16 hectares leased, and 14.96 hectares sold) and 244 pieces of national buildings (11 pieces appropriated, 231 pieces donated, and 2 pieces sold), and reserved 83.22 hectares of national land and 46 pieces of national buildings for the competent authorities to conduct the planning and establishment of social housing.
(II) Long-Term Care
Assisted agencies in appropriating 37 places of national land and 5 sites of national land and buildings (13.78 hectares of land and 12 buildings), and leased 1.37 hectares of national land for foundations and public welfare incorporated associations to establish private long-term care institutions; provided 3 sites of national land (9.40 hectares) through improvement and utilization for local governments to plan and introduce the long-term care industry; and provided, through public tender for the establishment of superficies by designated industry (long-term care services), 1 site of national land, covering 0.24 hectares, which has been successfully awarded, for private businesses to establish long-term care facilities.
(III) Kindergartens
Assisted in completing the appropriation of 10 sites of national land and 1 site of national land and building (3.55 hectares of land and 1 building), and the lease of 3 sites of national land (approximately 0.63 hectares) for government agencies at all levels to establish kindergartens and other facilities, so as to reduce the burden on families.
II. Provide National Real Estate in Line with Green Energy Policies
(I) Solar Photovoltaic Power Generation
- Entrusted Improvement and Utilization: Three projects have been contracted, covering approximately 213.11 hectares, with an estimated installed capacity of approximately 190.28 MW.
- Entrusted Operation: A total of 51 projects have been entrusted for operation, covering approximately 441.76 hectares, with an estimated installed capacity of approximately 411.60 MW.
- Lease by Tender: Contracts have been completed and remain in effect for 17 pieces of land, covering approximately 18 hectares in total, with an installed capacity of approximately 22.44 thousand kilowatts (MW).
(II) Wind Power Generation
- Provision for Offshore Wind Power Generation: “Consent Letters for Applications for Land in Sea Areas for Preparation and Establishment Permits” have been issued for 23 wind power generation sites; among them, “Consent Letters for Provision of Land in Sea Areas for Use by Offshore Wind Power Generation Systems” have been issued for 17 sites (11 sites have commenced commercial operation, 1 site has agreed to terminate use, and the consent letter for use has been revoked for 1 site).
- Entrusted Operation of Onshore Wind Power Generation: A total of 45 projects have been approved for establishment by the competent authorities of the target businesses, entrusted for operation, and remain under contract, covering approximately 5.40 hectares, with an estimated installed capacity of approximately 269.53 MW.
- Entrusted Improvement and Utilization: One project has been contracted and completed the public tender, covering approximately 27.52 hectares, to serve as a manufacturing base for underwater foundations for wind turbines and a heavy cargo terminal.
(III) Geothermal Power Generation
One project has been contracted and completed the public tender through entrusted improvement and utilization, and 4 projects have been contracted for entrusted operation, covering approximately 18.09 hectares, with an estimated installed capacity of 39.19 MW.
III. Introduce the Carbon Sink (Rights) Industry on National Land
In response to Taiwan’s 2050 net-zero emissions policy and the needs of industrial development, the natural carbon sink industry has been introduced on national land for the first time. Two pieces of national land in Sanxing Township, Yilan County, and Chishang Township, Taitung County, respectively covering 21.52 hectares and 71.98 hectares, have been selected. In cooperation with National Chung Hsing University, which has been deeply engaged in the field of natural carbon sinks for a long time, the winning bidders will newly plant forests and apply for greenhouse gas reduction credits.
IV. Lease National Houses and Lands for Subleasing
Leased national non-public use houses and lands by tender to rental housing subleasing businesses that comply with the “Rental Housing Market Development and Management Act,” and agree to the mechanism whereby they sublease to and allow subtenants to use the premises for residence. A total of 376 units were publicly announced, 223 units were successfully awarded, and the awarded amount was NT$23,424,184.
V. Promote the Executive Yuan’s “Salute to the Sea” Policy
Cleaned and maintained national non-public use coastal land and unregistered coastal land outside the management areas demarcated by the competent authorities of the target businesses. A total of 30,745 metric tons of waste has been cleared.
VI. Diversify the Revitalization and Utilization of National Non-Public Use Real Estate
(I) Lease by Tender:
A total of 659 public announcements for lease by tender were made, with 5,428 pieces of land and 282 buildings successfully awarded. Lease revenue (contract rights premium and rent) totaled more than approximately NT$3.91321 billion.
(II) Public Tender for the Establishment of Superficies:
A total of 585 pieces of national land, covering 229.24 hectares, were listed for tender; 215 pieces, covering 71.55 hectares, were successfully awarded, with awarded rights premiums totaling more than approximately NT$141.22316 billion.
(III) Joint Improvement and Utilization with Competent Authorities of the Target Businesses:
A total of 68 projects have been contracted and remain in effect (993 pieces, covering 551.88 hectares).
(IV) Enhance the Effectiveness of National Cultural Asset Management:
A total of 81 cultural assets have been provided for adoption (as of the end of December 2025); lease contracts have been signed for 61 places.
(V) Provide National Non-Public Use Marginal Land for Adoption to Promote Environmental Protection:
A total of 17 adoption contracts have been signed with environmental protection groups, covering a total area of more than 2,082 hectares.
The Ministry of Finance indicates that it will continue to actively create models for the revitalization of national assets, assist the needs of industrial development, provide needed national land in line with important national policies, and implement the policy objective of “supporting construction with fiscal resources and cultivating fiscal resources through construction.”
