After the completion of the Executive Yuan’s “New Generation Anti-Drug Strategy”, the policy entered its second phase and the “New Generation Anti-Drug Strategy (the second phase)” was amended and approved on December 31, 2020. Taiwan Customs carries out the policy with emphasis on technological, professional, and international aspects, and in accordance with the following guidelines:

Strengthen risk management with the improvement of a targeting system and the accuracy of profiling.

Promote intelligence interchange and enhance the cooperation with domestic and foreign law enforcement agencies.

Facilitate investigation equipment with the installation of X-ray scanners, software updating, and the deployment of narcotic detector dogs. Increase the ability and frequency of investigation and inspection of cargoes, parcels, and passengers from high-risk areas so as to implement multi-level inspection and enhance border management.

Improve professional training so as to enhance risk management, intelligence analysis, cargo inspection, and X-ray image interpretation of customs officers. Establish the certification system of officers conducting X-ray image interpretation.

Implement the supervision of carriers, customs brokers, forwarders, warehouse operators, and other related stakeholders to make them obey regulations. Amend regulations to consider the criminal record of the responsible person of the customs broker or his/her authorized customs brokerage manager as a qualification of the establishment or management of brokers. Cooperate with law enforcement agencies of the Ministry of Interior and Ministry of Justice to audit high risk stakeholders thoroughly and punish violations or illegal acts strictly.

Performance：
To actively combat drug smuggling at borders, Customs offices participated with other judicial police agencies in nationwide operations organized by the Taiwan High Prosecutors Office. With the implement of regional investigation, Taiwan Customs had seized 1,169 cases of drug smuggling with the amount of 189,419.13 kilograms (gross weight) from 2021 to September 2023.
