1. After joining the WTO, domestic industries have faced the competitive pressure of imported products under trade globalization. In order to give domestic industries proper and timely trade remedies, the Ministry of Finance (MOF) is pursuant to WTO regulations and “The Regulations Governing the Implementation of the Imposition of Countervailing and Anti-Dumping Duties” to take countervailing and anti-dumping measures against unfair dumping and subsidy competition. Domestic products can compete fairly on the equal basis with imported products by implementing these measures.

2. Now anti-dumping measures are implemented on twelve products originating in or imported from certain countries, including carbon steel plate, certain steel products coated with zinc or zinc-alloys, SUS 300 series flat-rolled and cold-rolled products of stainless steel, towels, footwear, Benzoyl Peroxide (BPO), Portland cement (Type I and Type II) and its clinker, certain flat-rolled and hot-rolled products of stainless steel, certain carbon cold-rolled steel products, certain aluminum foil, ceramic tiles, and float glass, in sheets. However, “certain flat-rolled and hot-rolled products of stainless steel” and “certain carbon cold-rolled steel products” are currently suspended levying anti-dumping duties, and carbon steel plate originating in or imported from Ukraine is suspended levying anti-dumping duty for one year.

3. Footwear originating in or imported from China is approved implementation of undertaking price measures. The MOF allows footwear which is imported at not lower than set price could exempt anti-dumping duties, and the MOF would quarterly audit the implementation of undertaking price measures to ensure that relevant industries will not be injured by dumping.

4. Now countervailing measures are implemented on five products originating in or imported from China, including carbon steel plate, certain steel products coated with zinc or zinc-alloys, SUS 300 series flat-rolled and cold-rolled products of stainless steel, certain flat-rolled and hot-rolled products of stainless steel, and certain carbon cold-rolled steel products. However, above-mentioned products are currently suspended levying countervailing duties.

From January 2019 to September 2023, a total amount  NTD2.16 billion of antidumping duties was collected. The measures are effective to maintain a reasonable operating environment and development for domestic industries.
