Policy Aims and Objectives of the Ministry of Finance in 2022

1.Managing sound public finance and maintaining fiscal sustainability
(1)Establishing multiple channels for the cultivation of financial resources to ensure fiscal stability and economic development.
(2)Optimizing treasury services and enhancing financial management.
(3)Advancing payment services and strengthening internal control mechanisms to ensure disbursement security.
(4)Strengthening debt management in adherence to fiscal discipline.
(5)Improving local fiscal autonomy and strengthening assistance for local government finance.
(6)Enhancing management of the operations related to the Public Welfare Lottery, and enhancing social welfare revenues.
(7)Strengthening the management and operational synergies of government-owned enterprises.
(8)Raising the effectiveness of government revenue management; enhancing fairness in the collection of charges and fees, fines and indemnities, and other revenues; and improving the collection system of charges and fees.
(9)Refining the tobacco and alcohol administration and safeguarding production and sales order.

2.Optimizing the taxation system, and maintaining the equity of taxation
(1)Proposing amendments to relevant tax laws, improving the tax system, and implementing fair and reasonable taxation.
(2)Meeting the needs of economic and social development, reviewing and amending tax laws and regulations in a timely manner, and maintaining the rights of the taxpayer.
(3)Improving assessment skills in tax administration to prevent tax evasion and maintain tax equity.
(4)Continuously strengthening the quality of tax assessment, actively cultivating open channels of communication with taxpayers, maintaining harmony between authorities and taxpayers, and effectively reducing administrative remedies.
(5)Promoting convenient tax administration measures, creating a friendly service environment for taxpayers, and providing high quality taxation services.
(6)Promoting the signing of tax treaties to establish a fair taxation environment in line with international trends.
(7)Improving substantial international participation and promoting cross-border economic, trade, and fiscal cooperation and exchange.

3.Providing various digital customs services and utilizing technology inspection equipment to enhance the capability and efficiency of border enforcement
(1)Improving technology inspection equipment to enhance the capability and efficiency of border enforcement.
(2)Introducing monitoring system on the Internet of Things to improve the safety of cargo movement.
(3)Advancing the Artificial Intelligence Selection System to enhance the efficiency of Post-Clearance Audit.
(4)Rebuilding the tax payment platform and facilitating various online payment methods.
(5)Expanding the utilization of cloud resources and innovating smart and convenient services.
(6)Promoting the signing of customs agreements, enhancing customs cooperation and exchange, and establishing a facilitated and secure customs clearance environment.

4.Maximizing the use of national assets and creating benefits through asset activation
(1)Taking over real estate proactively for the advancement of the subsequent operations.
(2)Providing national real estate required by government agencies at all levels for official business or public construction to accelerate nation-building.
(3)Deepening government agencies’ knowledge and abilities related to the management of national public use properties, using these properties effectively in various ways, and thus improving the benefits of asset utilization and increasing the income of the national treasury.
(4)Releasing national land for the private sector for activated use through diverse methods of leases, tenders for the establishment of superficies and improved utilization, etc. to create investments from the private sector and increase the financial resources of the national treasury.
(5)Executing the “Reinforced Clearing Phase II Plan for Occupied National Non-public Use Real Estate” and activating the use of received lands to improve the use value and increase the income of the national treasury.
(6)Assisting in coastal environment clean-up work through division of labor to maintain the cleanliness of coastal lands.
(7)Performing restoration, management, and conservation of national non-public use cultural heritage sites, and duly implementing the spirit of cultural heritage preservation to improve the active interest of outside parties for participation in such projects.
(8)Creating the maximum value for the use of land by using the royalties arising from the establishment of superficies of national lands as the consideration for the cost of building government offices.

5.Guiding major public infrastructure construction to prioritize the mechanism of private participation in infrastructure projects (hereinafter referred to as PPIP) to introduce private investment
(1)Expanding policy guidance and optimizing the legal environment for PPIP.
(2)Intensifying coaching, marketing, and incentive measures to boost driving momentum.
(3)Strengthening supervision and assessment, and assisting in resolving contract performance disputes.

6.Introducing innovative information and communication technologies, and increasing value-added benefit from fiscal data
(1)Improving online tax service and administrative efficiency, and promoting tax information exchange for cross border tax transparency to ensure tax equity.
(2)Improving the effectiveness of governance in tax administration through enhancing the technology of tax data analytics and optimizing support for policy formulation.
(3)Expanding the coverage of the local taxation online information system, strengthening and enhancing all services to improve the convenience of tax enquiries and payment.
(4)Strengthening e-invoice API to promote cloud invoice and establish e-services for improving government service efficiency.
(5)Expanding the resource pool of the Unified Data Center of the Ministry of Finance to enhance the robustness and security of the infrastructure platform.
