1. Strengthening fiscal management to enhance fiscal resilience

(1) Cultivating financial capacity to support government administration.

(2) Strengthening treasury management to fulfill a high-quality treasury service network.

(3) Advancing treasury payment services to accelerate the efficacy of electronic payments and services.

(4) Strengthening debt management to adhere to fiscal discipline.

(5) Improving local fiscal autonomy to ascertain financial assistance to local governments.

(6) Enhancing the management of the Public Welfare Lottery to increase social welfare revenues.

(7) Advancing the management of government-owned shares to enhance operational synergies.

(8) Strengthening the management of revenues from charges and fees, fines, indemnities, and other revenues of the MOF’s agencies to fully implement the charges and fees collection system.

(9) Strengthening tobacco and alcohol management to maintain drinking safety.

2. Building up a high-quality tax environment to maintain taxation fairness, reasonableness, and convenience

(1) Constructing a sound tax system, proposing amendments to relevant tax laws, and maintaining fair and reasonable taxation.

(2) Meeting the needs of economic and social development, reviewing and amending tax laws and regulations, and creating a high-quality and friendly taxation environment.

(3) Optimizing the selection skills of assessment in tax administration to prevent tax evasion and implement fairness of taxation.

(4) Continuously strengthening the quality of tax assessment, cultivating open channels of communication with taxpayers, facilitating the harmony between authorities and taxpayers, and effectively reducing administrative remedies.

(5) Continuously promoting tax simplification, creating a friendly service environment for taxpayers, and providing high-quality taxation services.

(6) Promoting the conclusion of tax agreements to build a superior environment for trade and investment.

(7) Actively promoting international taxation and fiscal exchange and cooperation, responding to international development trends, so as to strengthen international participation.

3. Optimizing customs technology inspection and ensuring secure and facilitated customs clearance services

(1)Enhancing customs technology inspection equipment to strengthen border inspection efficiency.

(2)Enhancing the coordination among border agencies and expediting the customs clearance of goods.

(3)Improving the Artificial Intelligence Selection System to enhance the efficiency of Post-Clearance Audit.

(4)Promoting applications on the government cloud and enhancing resilience of clearance services.

(5)Promoting the signing of customs agreements and intensifying participation in bilateral and multilateral customs cooperation to establish a convenient and secure trade environment.

4. Facilitating the management of national assets and improving the utilization efficiency of revitalization

(1) Proactively taking over national real estate and promoting the utilization of non-public use properties.

(2) Strengthening authorities' professional knowledge of national public use properties, encouraging their utilization by means of diverse revitalization, and enhancing the utilization efficiency of national properties to maintain a sufficient balance in the national treasury.

(3) Assisting government agencies at all levels in the appropriation of national real estate and advancement of official or public construction to promote national development.

(4) Releasing national land through means involving leasing, establishment of superficies, improvement, and utilization; achieving the diverse revitalization of national assets; and attracting investment from the private sector to increase the revenue of the national treasury.

(5) Proactively handling occupied national non-public use real estate, implementing actual land management, and utilizing retrieved land by means of diverse revitalization.

(6) Working in coordination, dividing jobs to maintain a sound seashore environment to preserve the cleanliness and tidiness of the coastlands.

(7) Proactively handling the restoration, management, and maintenance of national non-public use cultural assets, working in cooperation with external parties with resources for the joint maintenance and revitalization of cultural assets.

(8) Strengthening the patrol and management of high-risk areas for dengue fever and enhancing environmental cleaning of national non-public use land to lower the risk of dengue fever outbreaks.

(9) Joining forces with the private sector for the construction of office buildings to promote investments from the private sector and enhancing the efficiency of the utilization of national lands.

5. Guiding private participation in major and emerging infrastructure projects and improving the mechanism for mediation of contract performance disputes

(1) Strengthening the legal system for promoting participation and policy guidance for private participation in major and emerging infrastructure projects.

(2) Implementing counseling, marketing, and incentive measures to increase willingness to engage in private participation in infrastructure projects.

(3) Intensifying supervision and evaluation mechanisms, and improving the mechanism for mediation of contract performance disputes.

6. Making use of emerging information and communication technologies, and creating value-added benefits from fiscal data

(1)Improving the effectiveness of governance in tax administration through enhancing the technology of tax data analytics and optimizing support for policy formulation.

(2)Expanding the coverage of the local online taxation information system, strengthening and enhancing all services to improve the convenience of tax enquiries and payment.

(3)Promoting cloud invoice, providing intelligent and various channels for customer service, and improving government efficiency.

(4)Expanding the resource pool of the Unified Data Center of the Ministry of Finance to enhance the robustness and security of the infrastructure platform.

(5)Stabilizing the core tax system, establishing a sustainable, energy-saving, and secure environment, and enhancing the capacity to serve the public.

(6)Optimizing the cross-agency data transmission mechanism to ensure the security of data transmission and enhance its resilience.

(7)Devising the means for cloud backup and core functional emergency response, and improving operational procedures and implementing digital empowerment.
