Continued Growth in the Revitalization Results of National Public Use Property; Highlighted Cases Showcase Diverse Benefits for Culture and Tourism

     To further enhance the utilization efficiency of national public use property, government agencies have actively promoted diversified revitalization measures. The revitalization results in 2025 remain solid, generating more than NT$46.7 billion in revenue and fully demonstrating the concrete achievements of the national public use property revitalization policy.

        The National Property Administration (hereinafter referred to as the NPA) of the Ministry of Finance stated that, based on observations of revitalization revenues over the past five years, revenues from 2021 to 2025 were NT$39.6 billion, NT$44.8 billion, NT$46.9 billion, NT$45.6 billion, and NT$46.7 billion, respectively. Although revenue declined slightly in 2024 due to the corporatization of the former Taiwan Railways Administration under the Ministry of Transportation and Communications, whose revenue was no longer included in national public use property income, the overall trend continues to show steady growth, indicating that agencies’ ongoing efforts to revitalize assets have yielded tangible results.

        National public use property is revitalized and utilized through a variety of approaches. The NPA has compiled a number of representative and widely recognized cases that combine the preservation of historical and cultural heritage with site regeneration, injecting vitality into national assets. These efforts not only preserve valuable cultural memories but also create distinctive public spaces, further promoting domestic and international tourism and attracting visitor traffic. The highlighted cases are as follows:

  1. The Shanhaiyijia (Mountain House) Hotel, under the administration of the Matsu National Scenic Area Headquarters of the Tourism Administration, Ministry of Transportation and Communications, is located at the highest point of Qingfan Village, Xiju, Juguang Township, Lienchiang County. Through an OT operation model, a former military facility has been transformed into a hotel featuring distinctive battlefield characteristics, balancing asset preservation with space reutilization. Through brand-oriented management, Cold War history has been translated into tourism resources, driving tourism development in Xiju and becoming an important destination for visitors seeking to experience island culture.
  2. The Army Friendship Hall (General Sun Li-jen Residence), managed by the Army Command Headquarters of the Ministry of National Defense, was originally an official residence for military officers and was later used as a military reception venue open to the public. In 2004, it was designated as a municipal historic site by the Taipei City Government. To improve operational efficiency, increase revenue, and reduce fiscal burdens, the property was revitalized through an ROT operation model. By integrating the reutilization of a century-old historic site, the project has preserved its historical and cultural value while transforming the venue into a multifunctional space with cultural significance. It has since developed into a popular wedding banquet and event venue that is well received by the public.
  3. The Silks Palace at National Palace Museum combines museum cultural resources with the expertise of a private-sector professional catering team. In addition to offering fine dining services, its menu design and tableware incorporate imagery inspired by National Palace Museum collections, enhancing both the dining experience and cultural appreciation. The restaurant attracts domestic and international visitors and serves as an outstanding example of the successful integration of culture and tourism.

       These cases demonstrate that national public use property can not only be effectively utilized but can also be integrated with cultural, tourism, and private-sector resources to create diverse value and public benefits. The NPA will continue to deepen the revitalization and utilization of national property through education and training, inspections, and on-site visits, promote the sustainable use of national property, and further enhance the overall value of national assets.
