NPA Joins Hands with Environmental Groups as Six Sites Receive “Human-Biodiversity Coexistence Area” Certification, Advancing Conservation Policy through Public-Private Collaboration

        To support the “Human-Biodiversity Coexistence Areas” Certification Programme by the Forestry and Nature Conservation Agency (FANCA) of the Ministry of Agriculture, the National Property Administration (NPA) collaborated with environmental groups in participating in the certification mechanism through the adoption of non-public use marginal national land. A total of six sites were certified as Human-Biodiversity Coexistence Area, demonstrating remarkable achievements. (Seven environmental groups submitted applications, including two groups jointly applying for one site.) The FANCA developed the Human-Biodiversity Coexistence Areas (a direct Chinese translation for Taiwan’s terrestrial OECMs) Certification Programme in response to the Other Effective Area-based Conservation Measures (OECMs) proposed by the Kunming-Montreal Global Biodiversity Framework, which requires 30% of each country’s land area to be effectively conserved and managed by 2030.

        The NPA stated that, in order to implement national land conservation and environmental sustainability, it has actively promoted an adoption mechanism for non-public use marginal national land since 2019 to enhance environmental protection efforts. By leveraging the conservation expertise of environmental groups, non-public use marginal national land in coastal areas, wetlands, mountainous regions, and other areas has been placed under adoption. In addition, in response to ESG initiatives, the NPA has facilitated sponsorships from financial institutions to strengthen the financial stability of environmental groups and establish a tripartite partnership framework. Currently, the NPA has signed 16 adoption agreements for non-public use marginal national land with 10 environmental groups, including the Kaohsiung Wild Bird Society, covering approximately 1,966 hectares. In 2026, two additional agreements are expected to be signed, including cooperation with one new environmental group. Upon completion, the total adoption area will increase to approximately 2,082.5 hectares. Furthermore, the NPA has successfully coordinated participation from 12 financial institutions through sponsorship funding or co-hosted activities under the environmental adoption mechanism. As of 2025, total sponsorship contributions had exceeded NT$19.74 million. The NPA expressed its appreciation to all participating financial institutions for serving as strong supporters of environmental groups.

        The NPA further explained that, in assisting environmental groups in participating in the Human-Biodiversity Coexistence Area Certification Programme, it convened a meeting on June 20, 2025, with the FANCA and environmental groups. During the meeting, the FANCA introduced the Certification Programme and coordinated with the NPA on matters related to environmental groups’ applications for certification, including simplifying relevant application requirements and evaluation procedures, thereby facilitating certification applications. Through public-private collaboration, the initiative aims to help achieve Taiwan’s target of protecting 30% of terrestrial areas by 2030. On March 25, 2026, the FANCA held the Human-Biodiversity Coexistence Area Certification and Achievement Presentation Ceremony, during which six sites of non-public use marginal national land under the adoption of environmental groups were officially certified, demonstrating the shared commitment of the public and private sectors toward environmental sustainability.

        Looking ahead, the NPA will continue to pursue the sustainable development of the national land environment as its core objective by expanding partnerships with environmental groups, financial institutions, and inter-agency collaborators, thereby enhancing the overall effectiveness of national land conservation and realizing the vision of environmental sustainability.
