Private Participation in Public Projects Received an Outstanding Results in 2021!

The statistics for private participation in public construction in 2021 have been released! The total number of contracts signed was 172, with the value totaling $188.8 billion (New Taiwan Dollar). Both the number of contracts and the contract amount mark the highest in history, showing strong momentum in the private investment sector and a steadily recovering market.

Among the results of the private participation in public construction in 2021, the Ministry of Transportation and Communications ranked first, benefiting greatly from obtaining the land rights for the new high-speed rail section of the Taiwan High Speed Rail Taichung Station with a total contract amount of $50.888 billion. The Ministry of Finance ranked second with $10.382 billion, and the Ministry of Economic Affairs ranked third with $4.237 billion. Among the six special mu-nicipalities, Taipei City ranked first due to the Digital Content Innovation Center BOT case, with a total contract amount of $6.258 billion, while Tainan City followed in second with $27.014 billion, and New Taipei City in third with $25.026 billion. Among the other counties and cities, Hsinchu County ranked first with a total contract amount of $15.311 billion, Hsinchu City ranked second with $2.255 billion, and Chiayi County ranked third with $1.447 billion.

In recent years, private participation in public construction has become an essential part of govern-ment administration. The number of contracts and the contract value amount is also an important indicator of the market's economic performance. Despite the impact of the COVID-19 epidemic, the positive results of private investment in 2021 indicated that the market had gradually recovered. Looking ahead to this year, although the impact of the epidemic is not yet clear, government agen-cies have been actively promoting their projects. As of now, it is estimated that about 124 cases will be signed in 2022, with the contract amount reaching $183.3 billion. The Ministry of Finance will work with all authorities and agencies to achieve further success after last year's results.

The Ministry of Finance further stated that the "Golden Thumb Awards for Private Participation in Public Construction," set up in 2001, has awarded trophies and prizes every year for the past 19 years to encourage quality teams to participate in PPP projects. The 19th award ceremony was postponed to April 7 (Thursday) at 2:00 p.m. at the Kaohsiung Exhibition Hall due to the epidemic; 21 award-winning teams will be publicly commended (please refer to Table 1-5 for the list of award winners). In addition, the winners of the private and government team awards will have the opportunity to share their experiences and insights; all parties are welcome to attend the award cer-emony (please refer to the attached Table 6 for the agenda of the award ceremony). The latest in-formation on the event is also available in the Golden Thumb Awards section under the Ministry of Finance's Promotion of Private Participation website (https://ppp.mof.gov.tw/WWW/index.aspx).
