In line with the social housing policy, the National Property Administration has been actively providing various national real estate for social housing construction and utilization

    Promoting social housing is a major national policy. The National Property Administration (NPA) plays the role of a "Tudigong (Lord of Local Land)" of national property, and actively complies with the Housing Act, the Act for the Establishment of the National Housing and Urban Regeneration Center, and other relevant regulations. It provides national real estate for housing authorities to build social housing to fulfill the residential needs of the disadvantaged and young people.

    According to the NPA, it has been actively cooperating with the promotion of social housing policies by providing the necessary national real estate. As of September 2023, the NPA provided 76.17 hectares (approximately 230,000 ping) of national land (25.48 hectares appropriated, 25.88 hectares contributed, 14.05 hectares leased, and 10.76 hectares sold) and 115 pieces of national buildings (10 appropriated and 105 contributed) [Refer to the table attached for further details]. The NPA also reserves 410.56 hectares (1.24 million pings) of national land and three national buildings for the competent authorities to handle the planning and construction for social housing.

    In addition, the NPA, in line with the housing policy and to increase the channels for the revitalization of the use of national houses and lands, actively promotes the leasing of national non-public use houses and lands and the rental housing subleasing businesses that comply with the regulations of the Rental Housing Market Development and Regulation Act, to sub-lease the aforementioned houses and lands to sub-lessee tenants for residential use (hereinafter referred to as "subleasing of national houses and lands"). The NPA has been handling the subleasing of national houses and lands since March 2023. As of now, winners have been awarded for the tender of a total of 57 national houses and lands in the first and second batch tenders. The selection of suitable targets will continue and announcements will be made on a quarterly basis. In addition, in line with the urban renewal policy, the NPA proactively organized national non-public use land to be included as part of the reclaimed houses and lands in urban renewal projects. The central and local housing authorities will be prioritized in the utilization of such houses and lands so that targets can be evaluated against the quality of social housing.

    The NPA further indicated that it intends to confirm whether the housing authorities have any plans for the national land to be revitalized that was managed by the NPA for social housing purpose. In order to achieve that, from 2022, targeting the lands that lie in the residential area and comply with the principles used to select sites for social housing bases, the NPA would consult the central and local housing authorities to confirm that sites are not planned for social housing purposes before proceeding to the preparatory work for the establishment of superficies by tender. The NPA will continue to pay attention to the central and local housing authorities' demand for social housing and policy development, and proactively provide national real estate for the construction of social housing in accordance with the relevant provisions of the Housing Act and other relevant regulations, in order to provide assistance in the implementation of the social housing policy.
