Starting from 2026, the National Property Administration (NPA) will accept applications for the renewal and replacement of national land lease contracts. The application period will run until December 31, 2027. Lessees may choose to apply in person, by mail, online, or across jurisdictions (at NPA branches or offices other than those administering the leased land). NPA branches and offices also provide refined services, including locally stationed contract renewal services tailored to local conditions, allowing residents in remote areas to avoid unnecessary travel, as well as home-visit contract renewal services for persons with mobility difficulties and senior citizens, making contract renewal more convenient and services more considerate.
The NPA administers more than 110,000 national land lease contracts, widely distributed throughout the country. With the exception of a small number of contracts with separately agreed lease terms, most contracts will expire on December 31, 2027. Lessees intending to continue leasing should apply for contract replacement within two years before the lease expiration date in accordance with the lease agreement to ensure the continuation of the lease relationship. When applying for lease renewal, lessees need only submit an application form, the original lease contract (or a declaration regarding the loss of the lease contract if it has been lost), and identification documents. After the leasing authority confirms that the lessee has no violations of contract use, outstanding rent, or other disqualifying circumstances, and that the renewal requirements are met, contract replacement will be processed. The renewed lease term will extend to December 31, 2035.
In addition, the NPA has established a dedicated “National Land Lease Renewal and Contract Replacement Section” on its website (path: Homepage / Agency Services). The section provides information on application methods, application periods, and required documents for lease renewal and contract replacement, as well as promotional videos, relevant forms, and Q&A materials. The public is welcome to make full use of these resources. For questions regarding lease renewal applications, members of the public may consult the section or contact the NPA branch or office responsible for the area where the leased land is located.
The NPA would also like to remind lessees that its branches and offices have begun sending out notifications regarding lease renewal and contract replacement. Lessees are advised to pay close attention to these notices and submit their renewal applications before the deadline of December 31, 2027, to avoid affecting their rights and interests as lessees of national land. If the original lessee intends to transfer the leasehold right and apply for a transfer and contract replacement, or if the original lessee has passed away and the heir needs to apply for inheritance and contract replacement, such applications may be submitted concurrently and will be processed together by the NPA branch or office.
