To revitalize idle national real estate, the National Property Administration (NPA) is actively promoting lease by tender for national non-public real estate, and facilitating leasing arrangements that comply with the “Rental Housing Market Development and Regulation Act.” This initiative includes working with rental housing leasing management companies (hereinafter referred to as “leasing companies”) to sublease the properties to lessees for residential use (hereinafter referred to as “national real estate leasing business”). On October 9, 2024, the NPA announced fourth-quarter national real estate leasing targets, which include five targets, totaling 32 units (10 units in Taipei City, 9 in Taichung City, 3 in Miaoli County, 5 in Kaohsiung City, and 5 in Chiayi City). Tenders will be opened on November 29, 2024, and detailed tender information is available on the websites of the NPA’s North, Central, and South Regional Branches. Leasing companies are encouraged to submit tenders before the deadline, and are reminded to include a copy of a valid membership certificate from the relevant local trade association where the real estate are located, to ensure tender validity.
The NPA noted that the targets available in the fourth quarter of 2024 include 10 units in Taipei City’s Zhongzheng District, conveniently located near Taipei MRT stations, schools, and other amenities, making them ideal for families and individuals. In Taichung City, 9 units are available in the South, Xitun, Beitun, Fengyuan, Houli, and Dongshi districts, near popular sites such as Zhongxiao Road Tourist Night Market, Shuinan Market, and the Taiyuan, Fengyuan, and Houli train stations. Miaoli County, offering 3 units for the first time, has 2 units in Zhunan Township near Zhunan Train Station, and 1 in Toufen City, within walking distance to Shang Shun Mall, providing excellent living amenities. In Kaohsiung City, 5 units are located in Dashe, Gangshan, Nanzih, and Xiaogang districts, all close to elementary and middle schools, parks, and in areas with a good residential environment. In Chiayi City, 5 units are located within the same neighborhood near Ta-Tong Elementary School and Wenhua Park, offering convenient access to schools and a high-quality living environment. The common features of these targets are proximity to public transportation and schools in well-established neighborhoods, making them desirable for residential leasing. Leasing companies are invited to actively participate in the tendering process with the hope of achieving full leasing success.
The NPA further stated that since initiating the national real estate leasing in March 2023, a total of 193 units have been publicly announced, with 148 units successfully leased out, achieving a leasing rate of 76% as of September 2024, demonstrating excellent performance. In 2025, the NPA plans to continue selecting suitable targets for national real estate leasing, with the aim of expanding the supply of rental housing to meet public demand for rental housing options.
