MOFTI to Hold a Seminar on International Tax Law and OECD and UN Model Tax Conventions on September 15–16

As cross-border economic activities continue to grow and countries place increasing emphasis on preventing tax avoidance by multinational enterprises and addressing the allocation of taxing rights, the Training Institute, Ministry of Finance (MOFTI) will hold the “2026 Seminar for International Taxation—International Tax Law (OECD and UN Model Conventions)” on September 15–16, 2026, to help tax officials keep abreast of developments in the international tax system and major international tax regulations.
The MOFTI has invited Mr. Yi-Hsien Lin, the Tax Services Partner of Ernst & Young Taiwan, to deliver lectures in English on international tax law and cross-border taxation issues. Through practical case studies, the course will guide participants in understanding international tax rules and their practical applications. It will also cover key measures for preventing cross-border tax avoidance, including Action 3: Design Effective CFC Rules, Action 4: Interest Deduction and Other Financial Payments, Action 6: Inappropriate Granting of Treaty Benefits, and Action 7: Preventing Artificial Avoidance of PE Status, thereby helping participants deepen their understanding of international tax law and related regulations.
The MOFTI stated that 36 tax officials from the Department of International Fiscal Affairs, the Taxation Administration, and the national taxation bureaus are participating in this seminar. Through systematic instruction by a professional lecturer and the exchange of practical case studies, the course is expected to strengthen participants’ understanding and application of model tax conventions and measures for preventing cross-border tax avoidance. This will further enhance Taiwan’s professional capacity to address cross-border tax issues and safeguard the country’s taxing rights.
