National Property Administration’s Q1 2025 Lease by Tender Results for National Real Estate Continue to Show Strong Performance

        The National Property Administration (NPA) is actively promoting the lease by tender of national non-public use properties to qualified rental housing leasing operators (hereinafter referred to as “leasing operators”) in accordance with the Rental Housing Market Development and Regulation Act. These operators will then sublease the properties to sub-lessees for residential use (hereinafter referred to as “national houses and lands leasing”). On January 21, 2025, the NPA’s Regional Branches announced the first-quarter lease by tender results for national real estate, comprising five tenders and a total of 34 units (10 in Taoyuan City, 11 in Taichung City, 3 in Miaoli County, 5 in Pingtung County, and 5 in Taitung County). The tender opening took place on March 20, resulting in the awarding of two tenders covering 21 units. Including previous results since the program’s launch in 2023, a total of 179 units have now been awarded, reflecting impressive progress.

        The NPA stated that the two awarded tenders feature properties in favorable locations, attracting active participation from leasing agents. The Taoyuan City tender (10 units) saw competition from four bidders, with Hongfu Rental Housing Management Co., Ltd. winning the bid at an annual rent of NT$248,888. The Taichung City tender (11 units) attracted six bidders, with Shuoyang Co., Ltd. winning at an annual rent of NT$247,000. The awarded properties will be renovated by the leasing companies and subsequently subleased to tenants for residential use.

        The NPA further noted that the lease by tender for national real estate forms part of the broader housing policy. The Administration will continue to identify suitable properties, and, in the second quarter of 2025, at least 30 additional units will be offered, spanning regions such as Changhua, Yunlin, Nantou, and Chiayi, to test market response. The announcement is scheduled for April 22, with tender opening on June 12. This initiative aims to expand the supply of rental housing, and enhance the revitalization and utilization of national real estate to meet public housing needs. The NPA welcomes active participation from leasing companies. Additionally, due to some tenders being rendered invalid this round because of incomplete bid documentation, the NPA kindly reminds all leasing companies to carefully review the bidding instructions, and prepare all required documents in advance to avoid disqualification.
