Universal Cash Handout Claim Period Ended on April 30; Parents of April Newborns Reminded to Claim by May 22

The National Treasury Administration, Ministry of Finance, stated that, in cooperation with relevant departments, the claiming period for the NT$10,000 universal cash handout under the "Cash For Everyone" program ended on April 30, 2026, for the general public, including newborns born on or before March 31, 2026. As of April 30, a total of 23,362,570 individuals had claimed their NT$10,000 cash, representing 99.14% of the estimated 23.56 million eligible recipients, reflecting the successful implementation of the program.

Among the various claim methods, Remittance Registration accounted for the largest share at 38.66%, with 9,030,819 recipients. This was followed by ATM Withdrawal with 6,330,989 recipients (27.10%), Direct Remittance with 4,578,110 recipients (19.60%), Post Office Withdrawal with 3,367,312 recipients (14.41%), and Compile a Register with 55,340 recipients (0.24%). The Compile a Register included 2,956 residents in designated remote areas and 52,384 inmates in correctional institutions.

The NTA further stated that the actual number of recipients in this round accounted for 99.14% of the estimated eligible population. Compared with 2023, when 23.45 million people claimed the universal cash handout, representing 99.56% of the estimated eligible recipients, the overall claim rates in both years were similarly high, each exceeding 99%. By claim method, the numbers of recipients using Direct Remittance, ATM Withdrawal, and Compile a Register increased slightly compared with 2023, while those using Remittance Registration and Post Office Withdrawal decreased slightly.

In accordance with the Regulations for Cash Distribution to Strengthen Resilience in Response to International Developments, newborns born domestically between April 1 and April 30, 2026, whose mother or father meets the eligibility requirements, are eligible for the NT$10,000 universal cash handout. The claim deadline is May 22, 2026, not May 31. As of April 30, 2026, there were more than 7,500 eligible newborns, of whom more than 4,700 had claimed the universal cash handout, while more than 2,700 had not yet done so, representing a claim rate of 63.28%. The NTA would like to remind parents of eligible newborns to make sure to claim the cash at post office counters before May 22, 2026, as late claims will not be accepted.

The NTA explained that eligible birth mothers may claim the cash in person by presenting the newborn’s birth certificate (without first completing birth registration) and a valid photo identification document. If the cash is claimed by the father or another representative, photo identification of the father or representative must also be presented in addition to the aforementioned documents.

If the birth mother is not eligible, the newborn’s birth registration must first be completed, after which the applicant should call the information service hotline 1988. Upon confirmation that the birth father meets the eligibility requirements, the 1988 service staff will notify the applicant to proceed with the claim. If the father claims the cash in person, he must present the newborn’s birth certificate and a valid photo identification document. If the mother or another representative claims the cash on behalf of the newborn, photo identification of the mother or representative must also be presented in addition to the aforementioned documents.

The NTA would like to remind parents to wait at least 10 days after a newborn’s birth before visiting a post office counter to claim the cash, in consideration of the time required for medical institutions to complete reporting and data transmission procedures. Post offices nationwide will generally provide cash claim services for eligible April newborns until 5:00 p.m. on May 22, 2026. As business hours may vary by branch, the public is advised to check branch announcements or inquire in advance.

Furthermore, effective May 1, registration and claims through the official website (https://10000.gov.tw) and ATMs will no longer be available; the official website will remain accessible for informational purposes only, while the information service hotline 1988 will remain available until May 22, 2026.

The NTA would like to reiterate that the government will not send text messages or emails to notify individuals about receiving money or logging in, nor will they make phone calls requesting ATM or online banking transactions. It is crucial for the public to remain vigilant and not fall for these scams in order to prevent personal information theft or fraud. Please refer to the official website (https://10000.gov.tw) for information on the universal cash handout. If you receive any suspicious phone calls, text messages, or emails, please immediately call the Anti-Fraud Hotline at 165 or the information service hotline 1988 for verification to protect your rights.
