On June 19, 2023, the NPA announced the tender opening result of the second batch of establishment of superficies on national land by tender. Six targets were awarded, the tender awarding rate was 50%, and the winning royalty price was NT$720.76 million. The annual interest rate of the land rent in this tender for the establishment of superficies is 3.5%, of which 1% will be adjusted in accordance with the declared land value up to date and 2.5% is calculated in accordance with the declared land value at the time of the signing of the lease agreement, and shall be subject to the "Operation Directions for Establishment of Superficies on National Non-public Use Land" amended and promulgated on August 22, 2022 by the Ministry of Finance (MOF). The time period for payment of the royalty on the establishment of superficies is 90 days.
In this batch of publicly announced tenders, six target lands were awarded, among which five target lands were publicly announced and tendered for the first time, including the land in Songshan District, Taipei City, which is located in a type 3 residential district in a quiet lane on Ning'an Street near Taipei Arena, with a great residential environment. Two tenderers bid on the target, and Fu Rong Development Co., Ltd. won the tender with a loyalty price of NT$123.56 million. The target land in East District, Taichung City, near Jinhua Road, is located near Gancheng Commercial District, which provides great convenience in daily life. The two targets in Wuqi District, Taichung City, are located in the Wuqi New Development area, where the neighboring land tendered was awarded consecutively in 2022. The land parcels of the two targets are in regular landforms with quality conditions. The two targets were tendered successfully as expected. The land in Xinying District, Tainan City was the first target to be listed among the subjects to be tendered and was successfully awarded. The other land listed was in Gangshan District, Kaohsiung City. The land is located in the center of the city, providing great convenience in daily life.
The NPA declared that it will keep up the good work in selecting land targets suitable for the establishment of superficies by tender. The third batch of tenders for 2023 is expected to be announced on September 11, 2023.
