The redevelopment project of the National Property Administration’s (NPA) former Guangfu South Road office – officially named the “Taipei City Daan District Renai Section, Fifth Subsection, Land Number 225 and Other National Land Cooperative Development Project” (hereinafter referred to as “the Project”) – had undergone eight failed tenders between 2021 and 2024 before finally being awarded in January 2025 to Taiwan Environment Scientific Co., Ltd. (hereinafter referred to as “TES”). The contract signing ceremony will be held on February 26 at 10:00 AM at the Hushen Hall, 2nd Floor, United Hotel (No. 200, Guangfu South Road, Daan District, Taipei City). Members of the media are welcome to attend and report on the event.
According to the NPA, the Project follows the model of the “Ministry of Finance Training Institute and Surrounding National Land Cooperative Development Project.” It adopts a non-governmental partnership approach, wherein the partner will construct new government office buildings on the original Renai Section site under the Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings with floor area incentives. In exchange, the NPA will also provide the partner with well-located sites in the Nangang and Zhongshan sections of central Taipei. These sites feature regular-shaped land parcels with excellent accessibility, and will be granted under superficies for the development and operation of privately-owned buildings.
Under TES’s preliminary plan, the Renai Section site will feature two office towers (16 and 11 stories above ground, with three basement levels) to house the NPA and the Ministry of Transportation and Communications’ Tourism Administration. The expected timeline aims for a usage license by 2031 and relocation completion by 2032. Meanwhile, the Nangang Section site is planned for the development of a corporate headquarters-style office building, while the Zhongshan Section site is intended for a premium residential development (final design planning and scheduling remain subject to regulatory approvals).
The NPA further emphasized that this is Taiwan’s first-ever cooperative development project using an off-site superficies model. Upon completion, the NPA will receive two newly constructed office buildings at the Renai Section site (including a workplace mutual-aid childcare center) with a total floor area of approximately 8,786 square meters, as well as a one-time royalty of NT$25 million. Additionally, during the 70-year superficies period for the Nangang and Zhongshan Section sites, the government is expected to generate approximately NT$900 million in rental income. This initiative not only enhances government financial resources but also expands investment opportunities for the private sector, promoting economic growth. The NPA plans to further promote and expand similar initiatives in the future, to foster public-private collaboration and mutual benefits.
