Customs Brokers Encouraged to Apply for Reducing Random Inspection Rate of Cargos

Keelung Customs (KLC) stated that qualified customs brokers, who have been certified to meet the rules formulated by Customs Administration, Ministry of Finance based on Article 33 of Regulations Governing the Establishment and Management of Customs Brokers, can apply to the Export Division, KLC for reducing random inspection rate of cargos before Feb. 28, 2023 by submitting related documents in paper form.

KLC further explained that the result of the application will be informed in paper form as well, and this policy is valid from April 1, 2023 to March 31, 2024. The result categorizes customs brokers into two classes: the first class customs brokers can enjoy a reduction of the random inspection rate between 26% and 50%, and the second class less than 25%; when the qualified customs brokers declare imports/exports during the said period of time, customs may reduce the random inspection rate according to the class they belong to. Furthermore, customs brokers having been classified as Authorized Economic Operators (AEO) can enjoy a reduction between 51% and 75%, and they do not need to apply for the reduction every year. However, for cargos that must be inspected based on other regulations, the random inspection rate will not be reduced at all.
