Export Control of Strategic High-tech Commodities (SHTC) Added High-tech Commodities List for Exportation to Russia from April 6, 2022

Keelung Customs (KLC) said that, to prevent Russian military use of Strategic High-Tech Commodities (SHTC), the Ministry of Economic Affairs (MOEA) had announced a new list of High-Tech Commodities for Export to Russia (“SHTC List for Russia“) as the expansion of export controls on Russia on April 6, 2022. The list took effect from the date of announcement. According to Subparagraph1, Paragraph 1, Article 13 of Foreign Trade Act and Regulations Governing Export and Import of Strategic High-tech Commodities, “exporters should apply for an export license from the Bureau of Foreign Trade (BOFT) or the appointed/entrusted government authority before the exportation to Russia,” KLC added.

KLC further expressed that, when declaring export of SHTC List for Russia, exporters need to fill in export permit number and request for documentary review by inputting code 8.

KLC reminded that, exporters should check SHTC List for Russia before exportation to avoid Customs delays or further punishment by the BOFT.
