Prior Permits Required for Importing Vehicles with CFC-based A/C Systems

Keelung Customs (KLC) said that, according to Article 2 and 5 of the Regulations Governing Montreal Protocol on Controlled Chemical Substances, R-12 or other chlorofluorocarbon (CFC) refrigerants used in automotive air-conditioners had been prohibited from entering Taiwan.

 

KLC explained that, due to the environmental concern about ozone depletion and global warming, governments worldwide had phased out the production of CFCs related coolants in the mid 90s. “However, vehicles manufactured around or before that period may still use the said chemicals in their air conditioning (A/C) systems. So importers of vehicles are advised to check A/C systems thereof prior to importation. If any of the vehicles are found to be operated on CFC refrigerants, the importers should either replace them with non-CFC alternatives or apply for approvals from the Environmental Protection Administration (EPA),” KLC added.

 

KLC further mentioned, “Pursuant to Article 31 and 52 of the Air Pollution Control Act, importation of automobiles with CFC refrigerant systems without proper approval from the EPA is liable to a fine of between 300,000 to 1.5 million NT or to imprisonment for a term not exceeding 5 years or both.” Vehicle importers are thus urged to pay heed to the above law and relevant regulations.
