Efficiency Before the Consignment of the Parking Lot Project for Improving the Land Development and Utilization

To improve the use efficiency during the transition period before the development of national non-public use lands, and to assist in relieving the parking requirements in urban areas, the Ministry of Finance (MOF) approved amendments to the “Working Plan for Branches of the National Property Administration under the Ministry of Finance to Consign Temporary Paid Parking Lot Organization to Governmental Agencies or State-Owned Enterprise/Institution on National Non-Public Use Lands” and “Working Plan for Branches of the National Property Administration under the Ministry of Finance to Organize Open Investment Opportunity for Cooperation in Building Temporary Paid Off-Street Parking Lots Using National Lands” on July 15, 2019.

Accomplishments:
  1. With the mechanism of free competition, reasonable rent was received. The original problems of the overly high base-price and difficulty in attracting tenderers were resolved, resulting in the encouragement of private investment.
  2. The adjustment of the ratio of the income share among the government institutions at various levels and public utilities helped boost the feasibility of projects to achieve a win-win situation, resulting in the activation of national land, improvement of the urban environment, and convenient parking.
  3. It introduced private capital and management technology to increase parking and resolved the issue of insufficient parking in urban areas.
  4. By the end of January 2024, there were 178 parking lots with valid contracts.
