2. Optimizing the tax system, innovating tax policy, and building up a high-quality tax environment

(1)Optimizing and improving the tax system, and accomplishing fair and reasonable taxation.

(2)Meeting the needs of the international and national political and economic landscape development, reviewing and amending tax laws and regulations in a timely manner, and creating a high-quality taxation environment.

(3)Improving high-quality taxation services to create a friendly service environment for taxpayers.

(4)Enhancing the efficiency of case selection and assessment to maintain the fairness of taxation.

(5)Continuously improving plans to reduce administrative remedies, effectively resolving disputes between authorities and taxpayers, and protecting taxpayers’ rights.

3. Enhancing technology-driven customs enforcement operations to augment the digital clearance environment

(1)Enhancing technological inspection equipment to strengthen the capability and efficiency of border enforcement.

(2)Expanding the application of artificial intelligence (AI) to improve the efficiency of customs operations.

(3)Promoting customs digital transformation and optimizing customs information services.

(4)Promoting international customs cooperation to enhance trade security and facilitate customs clearance.

4. Revitalizing National Assets to Create Diverse Benefits

(1)Taking over national real estate proactively to meet the needs of expanding National Property Administration operations.

(2)Enhancing expertise in the management of national public use property to promote diversified revitalization, improve the efficiency of national property utilization, and increase national treasury revenues.

(3)Assisting government agencies at all levels in appropriating national real estate for official or public construction projects to advance national development.

(4)Introducing private resources through diversified means such as leasing (including lease by tender), establishment of superficies, and improvement and utilization, to implement national policies and accelerate the revitalization of national real estate.

(5)Investigating and handling occupied national non-public use real estate to achieve fairness and justice, and strengthening substantive land management.

(6)Implementing coastal environment cleanup to reduce waste at the source and enhance maintenance.

(7)Strengthening patrols and inspections of high-risk dengue fever sites to ensure environmental cleanup of national non-public use land, reduce the risk of dengue transmission, and create a better living environment in local communities.

(8)Restoring, managing, and maintaining national non-public use cultural assets proactively, while fostering public-private partnership in conservation and revitalization, to restore the original character of cultural assets and preserve historical memory.

5. Utilizing innovative mechanisms for promotion of Public-Private Partnerships (PPPs) to expand the scale of public infrastructure projects and private investment

(2) Encouraging agencies to implement more PPP projects through multiple incentive measures.

(3) Improving PPP dispute mediation service to assist agencies in resolving performance disputes.

6. Promoting the integration of Information and Communication Technology and Artificial Intelligence (AI) to enhance digital governance and advance the development of smart government.

(1)Utilizing Generative AI to enhance the tax administration system and improve administrative efficiency.

(2)Expanding the range of local online taxation services, refining and enhancing all services to improve the efficiency of tax inquiries and payment.

(3)Promoting cloud invoice, enhancing user-friendly services, and improving application value and efficiency.

(4)Expanding the resource pool of the Unified Data Center of the Ministry of Finance to enhance the robustness and security of the infrastructure platform.

(5)Optimizing the core tax system, establishing a sustainable and energy-efficient secure environment, and enhancing the capacity for user-friendly services.

(6)Optimizing cloud backup and core functionality emergency response mechanisms, and enhancing the resilience of data transmission across agencies.
