The utilization of national property prioritizes public use. The National Property Administration (NPA) facilitates the efficient use of national real estate by assisting agencies in applying for changes in designation from public to non-public use property. When other agencies demonstrate a need for official or public use, the NPA proactively matches these properties with them and provides guidance to ensure effective utilization. Recently, the NPA coordinated the allocation of two national public land and housing to enhance local public infrastructure, optimize office space allocation, and improve public benefits: the Dongjinglu site in Lienchiang County will be developed by the Lienchiang County Government into a multifunctional labor recreation center, while the Jiuru Building in Kaohsiung City will house both local and central police agencies.
The Dongjinglu site, located in Nangan Township, Lienchiang County, spans approximately 2 hectares. Initially allocated to the National Immigration Agency in 2016 for use as office space and a repatriation center for stowaways, the site was left unused after the agency relocated, with portions of the structure dismantled or damaged. Recognizing its potential as one of the few large-scale construction sites in Nangan Township, despite its uneven terrain, the NPA convened a coordination meeting on July 3, 2024, with the Lienchiang County Government and the Ministry of Finance and its tax and customs offices to discuss future uses for the property. It was decided that the site would be allocated to the Lienchiang County Government to build a multifunctional labor recreation center. The government has outsourced planning and design work, aiming to transform the Dongjinglu site into a space offering leisure and recreation facilities for local residents, thereby enhancing social welfare and quality of life on the offshore island.
The Jiuru Building, located in Sanmin District, Kaohsiung City, is an 11-story reinforced concrete structure with 3 basement levels, previously managed by the National Health Insurance Administration (NHIA). With no further use for the building, the NHIA applied for its reclassification as non-public property to transfer it to the NPA. To address the high demand for office space among central government agencies renting in Kaohsiung and the Kaohsiung City Government’s urban renewal projects requiring agency relocation, the NPA convened a meeting on February 2, 2024, with the NHIA and interested agencies. An initial agreement was reached to allocate the building’s basement levels 1–3 and floors 1–4 to the Kaohsiung City Police Department for use by local police stations and the Railway Police Bureau under the National Police Agency. Floors 5–11 were subsequently assessed to the Criminal Investigation Bureau under the National Police Agency in September 2024, as suitable for their office needs. Application processes for property allocation have commenced, aiming to integrate the Jiuru Building for police administrative use.
The NPA emphasizes its commitment to actively matching idle national land and housing with agencies, to minimize vacancy periods and prevent property wastage. This approach not only enhances the quality of public services, but also promotes public welfare, achieving optimal efficiency in the management of national property.
