The National Property Administration leases 7 pieces of National Non-Urban Lands for the establishment of solar PV facilities by lease by tender. the photovoltaic companies are warmly welcome to make a bid for these parcels

    In line with the renewable energy development policy of the government and the demand of the photovoltaic companies for land, the National Property Administration (NPA), once again, announced the launch of seven subject matters located in Jiaoxi Township in Yilan County, Fenglin Township in Hualien County, Shalu District in Taichung City, Hsinchu City, Zhunan Township in Miaoli County, Dalin Township in Chiayi County, and Taimali Township in Taitung County. These locations and sites come with excellent conditions, with a total area of about 8.59 hectares, and were handled by the Northern, Central, and Southern Region Branches of the NPA on August 23, 2021. The lease by tender was opened on September 23, 2021. Relevant tender solicitation information is disclosed under the "Tender Information" on the website of the Northern, Central and Southern Region Branches of the NPA. Among the cases, the two national lands in Yilan County and Taitung County are the subject matters for photovoltaic projects under the lease by tender for the first time in these two areas. The types of land used and zoning in these two areas are water conservancy land in the general agricultural area and agricultural and pastoral land in the slope land preservation area. The photovoltaic companies are warmly welcome to make a bid for these parcels.

    The National Property Administration states that National Non-Public Use Land is provided for use in coordination with government policies provided that ecological conservation is unaffected and public use conditions do not exist. In recent years, the Administration has taken the initiative in making suitable parcels of National Land available for PV installations pursuant to relevant provisions of the National Property Act in line with the promotion of PV policies by the government by relying on diverse methods such as application for development (consigned operation), joint improvement and utilization, and lease by tender.As of mid-August 2021, a total of 12 subject matters (cases) under the lease by tender were provided, where 10 cases were for consigned operations and 2 cases for joint improvement and utilization. A total of 24 cases of about 494 hectares of national lands were provided, where the power generation capacity is estimated to reach 421.169MW, of which 248.892MW has been incorporated into the grid for power generation.

    With a view to meeting the installed PV capacity target of 20GW in 2025 set by the central government, the National Property Administration will join hands with central ministries, councils, and commissions in the continued implementation of National Land for lease by tender as per public notice in line with green energy policy planning of the central government. The goal lies in the gradual realization of the policy vision of the transformation of the national energy sector coupled with the promotion of energy diversity, environmental sustainability, and economic development.
