In coordination with the renewable energy development policy of the government, the National Property Administration leases 6 pieces of National Non-Urban Lands for the establishment of solar photovoltaic equipment by tender

    To actively cooperate with the renewable energy development policy of the government and to promote the installation of solar photovoltaic (PV) power plants, the National Property Administration (NPA), Ministry of Finance (MOF) released another 6 pieces of favorable land located in Sanxing Township of Yilan County, Xinshe District of Taichung City, Shetou Township of Changhua County, Dashu District of Kaohsiung City, Budai Township of Chiayi County, and Ligang Township of Pingtung County, covering a total area of 5 hectares. The lease by tender thereof were announced today (October 17, 2022) by the respective Region Branch of the NPA, and the tender opening is scheduled for November 15, 2022. Relevant tender information is disclosed on the NPA’s website for citizen service, “Tender Invitation Information/Tendering information Tendering information on national non-public use properties”“Land Tendering Information for installation of Solar PV Power equipment”. Those who have interest therein are encouraged to actively participate in the tenders, jointly achieving a green and eco-friendly environment.

    According to the NPA, the area of each subject as stated in the announcement ranges between 0.3 and 1.2 ha, with both good location and site condition. Among the cases, the national land located in Dashu District of Kaohsiung City is exceptionally notable, with a large area of about 1.2 hectares receiving plenty of sunshine, and categorized as a specifically reserved area and a special purpose business land of general agricultural area.

    The NPA further states that National Non-Public Use Land is provided for use provided that ecological conservation is unaffected and public use conditions do not exist. The Administration has taken the initiative in making suitable parcels of national land available for PV installations pursuant to relevant provisions of the National Property Act in line with the promotion of PV policies by the government by relying on diverse methods such as application for development (consigned operation), joint improvement and utilization, and lease by tender. As of the end of September 2022, a total of 55 cases were provided, where 23 case were for the lease by tender, 29 cases for consigned operations, and 3 cases for joint improvement and utilization. A total area of about 661 hectares of national lands were provided, where the power generation capacity is estimated to reach 572MW, of which 367MW has been incorporated into the grid for power generation.

    With a view to meeting the installed PV capacity target of 20GW in 2025 set by the central government, the National Property Administration will continue the implementation of providing national land for lease by tender as per public notice in line with green energy policy planning of the central government. The goal lies in the gradual realization of the policy vision of the transformation of the national energy sector coupled with the promotion of energy diversity, environmental sustainability, and economic development.
