Performance of Taiwan Customs on Intellectual Property Border Protection is Outstanding in 2023

Customs Administration states that implementation of intellectual property protection is one of the most valuable goals for governance. In order to deter goods infringing intellectual property rights from crossing the borders, Taiwan Customs has made great efforts to execute border inspection. In the year 2023, a total of 326 of infringing cases has been detected and stopped, of which 323 cases were found from imported goods, accounting for 99.08% of the total cases. Besides, the number of seized counterfeits exceeds 87,000 pieces and the combined estimated market value is over NT$690,000,000. All the figures show that the overall performance of Customs has been remarkable.
Customs Administration explains that most of seized counterfeit products are imported via express consignments. According to its statistics, 292 seizure cases in 2023 are found in maritime and air express consignments, which compose 89.5% of cases throughout the whole year. If we look at the types of counterfeit products seized, the top four categories are mobile devices, cosmetics, apparels, and medicine. Most of these products are designed for daily use. If the counterfeit products had entered the domestic markets, consumer rights and health would have been compromised, legitimate companies would have been harmed, and the international image of our country will be damaged.
Customs Administration further states that with an aim of deterring infringing goods from entering or exiting the borders, risk management is adopted to ensure that goods delivered from high risk areas or by high risk companies will be inspected thoroughly. Customs also collaborates with intellectual property rights holders to hold capacity building programs for officers to increase and update knowledge and skills to distinguish authentic goods from counterfeits. Besides, Customs actively strengthens its network with other law enforcement agencies by attending interagency meetings to exchange information and experiences to further elevate enforcement performance collectively.
Customs Administration stresses again that fighting against counterfeit and pirated goods to protect legitimate trades is the ultimate goals for Customs to implement border control. In order to ensure border security and provide an appropriate environment for fair trade, Customs will continue to cultivate officers with proficiency with an aim of eradicating counterfeit and pirated goods from crossing borders.
