Ministry of Finance’s Taiwan PPIP Investment Convention on July 14th, 2023 Announces Business Opportunities Arising from Public Infrastructure Investments from 16 agencies worth over NT$180 Billion

The Ministry of Finance (MOF) will hold its annual “Taiwan PPIP Investment Convention & Award Ceremony” at the Taipei International Convention Center (TICC) on July 14th, 2023. All are welcome to join the grand event after the COVID19 curbs have been eased!

Various agencies will release business opportunities for over 80 cases, bringing NT$180 billion of investment from the private sector from the second half of 2023 to the first half of 2024. To expand the visibility of business opportunities, the MOF is holding the 2023 PPP Investment Promotion Conference and is inviting potential investors for business matchmaking and investment discussions. Types of infrastructure include transportation, sewerage and water conservancy, agricultural and resource recycling and reuse facilities, environmental pollution prevention, long-term care and medical facilities, etc.

In addition to adopting PPIP, it can also adopt multiple public-private partnership models such as urban renewal, MRT development, and establishment of superficies. Among them, "BTO Project of Kaohsiung City NanZi Reclaimed Water with Private Participation" (NT$7.3 billion) and “Kaohsiung MRT Orange Line O10 Station Transit Joint Development Project” (NT$18.3 billion) were respectively ranked the highest amount of private investment using the Act for Promotion of Private Participation in Infrastructure Projects (hereinafter called the PPIP Act) as well as other PPP projects. The overall industrial business opportunities are going places!

The MOF further stated that in order to encourage the agencies who actively participate in PPP projects, the MOF invited officials from the Executive Yuan to come and present awards in recognition of the institutions with outstanding achievements in investment promotion last year. In addition, a total of 16 central and local governments including the Ministry of Transportation and Communications, the Ministry of Education, the Taipei City Government, the New Taipei City Government, and the Kaohsiung City Government set up booths to introduce their projects. Moreover, five agencies, including the Council of Agriculture, Executive Yuan, and the Kaohsiung City Government, will arrange to conduct their briefings on key business opportunities. Interested investors from all walks of life are welcome to participate in this grand event.

The PPIP Act underwent the most significant revision last year, which can be called the 2.0 version of the PPIP Act. The MOF has set up a special area for the 2.0 version of the PPIP Act this year. It shows the PPIP Act amendment and the key promotion direction of related supporting regulations, including the Mediation of Contract Performance Disputes for Cases Concerning Promotion of PPIP that has long concerned the public. At the same time, the online "PPP iMAP" (https://ppp.mof.gov.tw/WWW/iMap.aspx) was established to support bilingual services and provide international manufacturers with an understanding of investment.

Online registration for the PPIP Investment Convention will be accepted until July 5th (Information of Promotion of Private Participation, https://ppp.mof.gov.tw). People from all walks of life are welcome to join.
