Expanding the Application of Drone Aerial Photography to Accelerate Project Execution

        With the rapid advancement of technology and the increasing sophistication of imaging and information technologies, the National Property Administration (NPA) is leveraging drone aerial photography to gain real-time, high-resolution orthophotos of national land. These images, combined with enhanced information system integration and data sharing among various agencies, are accelerating the processing of numerous projects, and improving operational efficiency.

        The NPA emphasizes that on-site inspections of national land to ascertain its usage status are fundamental to the management of land-related affairs. However, with limited personnel and frequent challenges, such as natural terrain, obstacles, human interference, or even safety risks (e.g., landslides), on-site inspections are often unfeasible. To address these challenges, the NPA has increasingly relied on drone aerial photography in recent years to support land management operations.

        To expedite the processing of fishery and electricity joint projects, the NPA commissioned the National Land Surveying and Mapping Center (NLSC) in 2022 to conduct drone aerial photography and digitalization of aquaculture leasehold lands in Taixi Township, Yunlin County, covering approximately 1,930 hectares. In 2023, the collaboration expanded to include cases involving cemetery and gravel pit encroachments, solar photovoltaic projects, and the adoption of marginal lands for environmental protection, spanning a total area of approximately 9,400 hectares. In 2024, the scope was further extended to include new business needs such as container yard encroachments, illegal waste disposal sites, soil and resource yards, and camping site encroachments, covering an additional 6,400 hectares. The NLSC has been delivering these drone-derived results on a rolling basis.

        The drone-generated imagery and digital outputs provided by the NLSC are not only real-time and high-resolution, but also offer a clear depiction of current land use. Beyond their application to the originally designated projects, the NPA is maximizing the value of these outputs by utilizing them for land inspections, encroachment management, lease management, renewal and contract transitions, property allocation, and audit checks for entrusted operations. To further enhance and accelerate project implementation, the NPA will continue to enrich and update its geospatial data to meet evolving business demands. Annual reviews of operational needs will guide the ongoing commissioning of the NLSC for drone aerial photography, with plans to broaden the application of drone-derived outputs to an even wider range of land management operations.
