Policy Aims and Objectives of the Ministry of Finance in 2023

1.Managing sound public finances at all levels of government to cultivate the national fiscal capacity

(1)Establishing multiple channels for the cultivation of financial resources to support government administration.

(2)Advancing the efficacy of the national treasury agent institutions and strengthening financial management.

(3)Enhancing treasury disbursement services, reinforcing internal control, and ensuring treasury disbursement security.

(4)Implementing debt management in adherence to fiscal disciplines.

(5)Improving local fiscal capacity and building up assistance to the local government finance.

(6)Optimizing management of the operations related to the Public Welfare Lottery and ensuring social welfare revenues.

(7)Strengthening the management and operational synergies of government-owned enterprises.

(8)Upraising the efficacy of government revenue management; enhancing the fairness in the collection of charges and fees, fines, indemnities, and other revenues; and improving the collection system of charges and fees.

(9)Improving the tobacco and alcohol administration, and maintaining the order of production and transactions of those products.

2.Building up a high-quality tax environment to maintain the fairness and reasonableness of taxation

(1)Actively building up a sound tax system, proposing amendments to relevant tax laws, and implementing fair and reasonable taxation.

(2)Meeting the needs of economic and social development, reviewing and amending tax laws and regulations in a timely manner, creating a friendly taxation environment.

(3)Improving skills of assessment in tax administration to prevent tax evasion and maintain fairness of taxation.

(4)Continuously strengthening the quality of tax assessment, actively cultivating open channels of communication with taxpayers, settling disputes between authorities and taxpayers, and effectively reducing administrative remedy cases.

(5)Continuously promoting convenient tax administration measures, creating a friendly service environment for taxpayers, and providing high-quality taxation services.

(6)Expanding tax treaty network to establish a high-quality investment environment to facilitate economy and trade.

(7)Responding to international development trends, enhancing international taxation and fiscal cooperation and exchange, so as to promote substantial fiscal diplomacy.

3.Providing secure and facilitated Customs clearance services and utilizing technology inspection equipment to enhance the capability and efficiency of border enforcement

(1)Utilizing technology inspection equipment to enhance the capability and efficiency of border enforcement.

(2)Improving monitoring system with the Internet of Things to improve the safety of cargo movement.

(3)Advancing the Artificial Intelligence Selection System to enhance the capability and efficiency of Post-Clearance Audit.

(4)Promoting applications on the government cloud and cultivating intelligent and innovative professionals.

(5)Promoting the signing of customs agreements and strengthening international customs cooperation to enhance clearance facilitation and security.

4.Revitalizing the use of national assets and creating diverse development benefits

(1)Taking over national real estate actively and improving non-public use property to achieve activation benefits.

(2)Improving the knowledge and ability of agencies regarding the management of national public use properties; providing consultation regarding revitalizing the diverse use of national properties, improving benefits, and contributing to the national treasury.

(3)Promoting public affairs and public construction in conjunction with governmental agencies at all levels, and providing the national real estate required to facilitate national development.

(4)Releasing national lands by utilizing methods of the lease, tender, establishment of superficies, and improvement for flexible use, to diversify and revitalize the use of national assets to create greater value through these assets.

(5)Managing actively the occupation issues of national non-public use real estate, revitalizing the use of recovered lands, and improving management benefits.

(6)Assisting in the division of labor for coastal environment clearing and maintenance work to maintain the cleanliness and tidiness of coastal lands.

(7)Continuously organizing the restoration and management maintenance work of national non-public-use cultural heritages, and duly conserving and revitalizing cultural assets.

(8)Using royalties from property rights of superficies as consideration to develop office buildings in cooperation with the private sector, duly utilizing national resources and maximizing the value of land use.

5.Promoting private participation in major infrastructure projects (hereinafter referred to as PPIP) and establishing the mechanism of resolving contract performance disputes

(1)Refining the policy and legal system, and strengthening the operating mechanism for PPIP.

(2)Intensifying counseling, marketing, and incentive measures to increase willingness to engage in PPIP.

(3)Optimizing supervision and evaluation mechanism, and establishing the mechanism of resolving contract performance disputes to quickly settle disputes.

6.Introducing innovative information and communication technologies, and optimizing for tax service efficiency

(1)Introducing a shared administrative information system to reduce operating costs, improve tax service efficiency, and enhance public satisfaction.

(2)Improving the effectiveness of governance in tax administration through enhancing the technology of tax data analytics and optimizing support for policy formulation.

(3)Expanding the coverage of the local taxation online information system, strengthening and enhancing all services to improve the convenience of tax enquiries and payment.

(4)Strengthening the functions of carrier integration to promote cloud invoice and construct e-service for improving government service efficiency.

(5)Expanding the resource pool of the Unified Data Center of the Ministry of Finance to enhance the robustness and security of the infrastructure platform.

(6)Improving the tax services and administrative effectiveness, strengthening information security of the tax platform, and strengthening services for the convenience of the people.
