Policy Aims and Objectives of the Ministry of Finance in 2017

1Enhancing financial management to improve fiscal effectiveness 

(1)Establishment of multiple channels for the cultivation of financial resources to support implementation of major policies and further ensure the stability of national finance. 

(2)Improvement in the efficiency of disbursement operations, enhancement of disbursement services, ensuring of disbursement security. 

(3)Continued promotion of regular and moderate issuance of government bonds and treasury bills, improvement in the effetiveness of debt management. 

(4)Enhancement of mechanism of fiscal assistance, improvement in fiscal efforts, and maintenance of the fiscal discipline of local governments. 

(5)Strengthening of the management of government-controlled enterprises, ensuring of the benefits of government-owned shareholdings, enhancement of the operational synergies of each enterprise. 

(6)Raising of effectiveness in the management of government revenue, enhancement of the reasonableness in the collection of charges and fees, optimization of the system for the management of government finances. 

(7)Improvement in the sound development of the Public Welfare Lottery industry, presentation of the core values of lottery issuance. 

(8)Advancement of the management of tobacco and alcohol, ensuring of the safety of consumption. 

2Improving national asset management to create asset activation benefits 

(1)Implementation of national real estate take-over registration and onsite investigations for cases of applications for rental, purchase and appropriation etc. to perform each case successfully. 

(2)Utilization of the national asset database modification platform to improve national property ownership management. 

(3)Implementation of national real estate appropriation to cope with the demands of government agencies at all levels in promoting businesses (including the construction of social housing .) 

(4)Acceleration of the hand-over of already-constructed public facility land to local governments for management to achieve the goal of integrated management and usage. 

(5)Execution of the “Project to Strengthen Activation of National Real Estate” to enhance asset utilization benefits. 

(6)Execution of the “Plan for Strengthening the Clean-Up of Occupied National Non-Public-Use Real Estate” to diversify utilization and increase the usage value of the recovered lands. 

(7) Flexible application of the methods of rental, superficies tender, modification and utilization, urban renewal and cooperation with the authorities-in-charge for promoting industry developments to activate and utilize the national lands. 

3Improving the investment environment of promotion of Private Participation in Infrastructure Project (PPIP) to boost economic development 

(1)Amendment or enacting of PPIP regulations and strengthening of mechanisms to improve the PPIP-investing environment. 

(2)Continued provision of guidance and incentives to assist authorities-in-charge to develop PPIP projects. 

(3)Continued implementation of the investment information platform for PPIP to eliminate obstacles to investment. 

(4)Active solicitation of investors and matching-up of business opportunities to effectively integrate resources and assist authorities-in-charge in soliciting business. 

(5)Attendance of international activities actively and sharing of successful Public-Private Partnership(PPP) cases and PPIP experiences with other countries. 

(6)Strengthening of the PPIP information system to attain the goal of providing sustainable service. 

(7)Provision of professional training courses in PPIP and awarding certification to improve the professional ability of staff. 

4Building up a high-qualified tax environment to maintain the fairness and reasonableness of taxation 

(1)Proposal of amendments to the relevant tax laws and implementation of tax reforms to make sound government finance . 

(2)Review and amendment of tax laws and regulations in a timely manner to meet the needs of economic and social development. 

(3)Improvement in skills of assessment in tax administration to prevent tax evasion and omission and maintain the fairness of taxation. 

(4)Improvement in the program of reducing litigation of taxation, promotion of the quality of assessment and effective solving of controversies between taxpayers and tax authorities. 

(5)Continued promotion of the simplification of tax administration, improvement in the service environment for taxpayers and promotion of high-qualified and convenient tax payment services. 

(6)Establishment of a tax treaty network in line with our trade strategy and policy to enhance the benefits of tax treaties. 

(7)Promotion of international fiscal cooperation and interaction; reinforcement of fiscal cooperative partnerships; active participation in international activities; establishment of a favorable environment for concluding tax agreements. 

5Introducing emerging information and communication technologies to create value-added benefit for fiscal data 

(1)Re-engineering of e-invoice platform to increase total value of services and creating value-added services. 

(2)Enhancement of traceability of product supply chain and cross-agency inspection integration effectiveness. 

(3)Construction of fiscal cloud services, and increase in effectiveness of integrated use of fiscal information. 

(4)Providing of friendly e-services, and enhancement of e-tax environment. 

6Innovating Customs management to improve facilitation and effectiveness of clearance 

(1)Promotion of the Coordinated Border Management to optimize government service effectiveness. 

(2)Adoption of cloud computing technology to elevate Customs facilitation and effectiveness. 

(3)Advancement of the integration of intelligence analysis and promotion of the capability of border inspection. 

(4)Enrichment of the Customs valuation database to enhance the quality of determining Customs values. 

(5)Design of a platform for cross-border Customs clearance to develop e-commerce industry. 

(6)Promotion of the paperless operation of the submission of required documents for import/export declaration to simplify Customs procedures. 

(7)Promotion of Customs agreements to establish excellent clearance environment; enhancement of Customs cooperation and interaction. 

7Allocating government resources properly and enhancing the efficiency of budget implementation 

(1) Executing budgets on the basis of fiscal discipline to raise the implementation rate of the capital budget. 

(2)Utilization of the principle of a zero-based budget system, carrying out of carefully complied mid-term budget expenditure quota approved by the Executive Yuan.
