Policy Objectives and Strategies of the Minstry of Finance in 2025

1. Strengthening government finance to cultivate financial resources

(1) Cultivating financial resources to support government administration.

(2)Enhancing the efficacy of national treasury operations and strengthening financial management.

(3) Advancing treasury payment services to accelerate the efficacy of electronic payments and optimize services.

(4) Strengthening debt management to adhere to fiscal discipline.

(5)Improving local fiscal autonomy to strengthen assistance in local government finance.

(6)Strengthening the management of the Public Welfare Lottery to fund social welfare revenues.

(7) Advancing the management of government-owned shares to enhance operational synergies.

(8) Strengthening the management of charges and fees, fines, indemnities, and other revenues in various agencies, and implementing the collection system of charges and fees.

(9) Strengthening tobacco and alcohol management to maintain drinking safety.

2. Optimizing the tax system, innovating tax policy, and building up a high-quality tax environment

(1) Optimizing and improving the tax system, and accomplishing fair and reasonable taxation.

(2) Meeting the needs of social and economic development, reviewing and amending tax laws and regulations in a timely manner, and creating a high-quality taxation environment.

(3) Optimizing case selection and assessment to deal with revenue loss from tax avoidance and to maintain the fairness of taxation.

(4) Continuously strengthening the quality of tax assessment, improving plans to reduce administrative remedies and effectively resolve disputes between authorities and taxpayers.

(5) Improving high-quality taxation services, providing convenient tax administration measures, and creating a friendly service environment for taxpayers.

(6)Continuously promoting the signing of tax agreements to establish a favorable tax environment for investment.

(7) Enhancing cooperation and exchange in international tax and financial matters to align with global trends and deepen international participation.

3. Advancing the digitization and innovation of technological inspection, while enhancing the security and facilitation of customs clearance services

(1)Upgrading technology inspection equipment to enhance the capability and efficiency of border inspection.

(2)Advancing the application of artificial intelligence(AI) to strengthen the efficiency of customs operations.

(3)Promoting digital customs re-engineering and improving resilience of clearance services.

(4)Continuously promoting the signing of customs agreements, fostering international customs cooperation, and enhancing trade facilitation and security.

4. Diversified utilization of national assets to enhance asset activation efficiency

(1)Proactively taking over the national real estate and reclassifying it as non-public property for better utilization.

(2) Strengthening the knowledge and skills of government agencies in managing national public property, and guiding the diversified activation and utilization of national assets to enhance their efficiency and contribute to national revenue.

(3) Supporting government agencies at all levels in their administrative or public infrastructure projects by assisting them in providing the necessary national real estate to promote national development.

(4) Aligning with national policies by integrating industrial development and private sector needs through leasing, establishing superficies, or improving the utilization of national land, thereby diversifying the activation and use of national assets to enhance their effectiveness.

(5) Intensifying the inspection and management of occupied national non-public real estate, recovering the land for diversified utilization, and improving management efficiency.

(6) Implementing coastal cleaning and maintenance to ensure the cleanliness of the coastal environment.

(7) Actively restoring and managing national non-public cultural assets by collaborating with external resources for joint management, maintenance, and activation, to restore the original appearance of cultural assets.

(8) Enhancing patrol and management of high-risk dengue fever areas, and ensuring environmental cleanup of national non-public land to reduce the risk of dengue fever transmission.

(9) Introducing private capital to cooperate in the development and construction of office buildings through land-for-building exchanges, achieving mutual benefits and enhancing the efficiency of national land utilization.

5. Utilizing diverse public private partnership (PPP) models to expand the scale of public infrastructure projects and private investment, and improving the quality and efficiency of public services

(1) Continuing to compile regulations and administrative regulations, and guiding agencies to implement more PPP projects through policy-making.

(2) Actively providing advocacy, guidance, and incentive measures to promote private sector investment in infrastructure projects.

(3) Strengthening supervision and evaluation mechanisms, and providing the PPP dispute mediation service for contract performance disputes.

6. Innovating applications of information and communication technologies, and enhancing value-added benefits of AI

(1)Enhancing the benefits of AI implementation, refining tax data analysis techniques, and strengthening the capacity for tax audit support.

(2)Expanding the range of the local online taxation services, refining and enhancing all services to improve the efficiency of tax inquiries and payment.

(3)Promoting cloud invoice, developing and refining various thoughtful and user-friendly services, and improving application value and efficiency.

(4)Expanding the resource pool of the Unified Data Center of the Ministry of Finance to enhance the robustness and security of the infrastructure platform.

(5)Optimizing the core tax system, establishing a sustainable, energy-saving, and secure environment, and enhancing the capacity to serve the public.

(6)Optimizing cloud backup and core functionality emergency response mechanisms, and enhancing the resilience of data transmission across agencies.
