Content: Establishing superficies for national non-public use lands by tender is one of the significant methods for revitalization after the Executive Yuan banned the sale of large national land plots in 2009. To establish a processing system, the Ministry stipulated the “Operation Directions for Establishment of Superficies on National Non-public Use Land” on January 7, 2010 and has made multiple reviews and amendments and organized seminars based on the requirements for industrial development and practical operations. In the follow-up, in addition to actively screening targets of good locations and areas and conducting open tenders for superficies in proper order, the Ministry will continue to review and amend relevant systems for the establishment of superficies to provide more investment incentives.

Performance:

1. Land acquisition costs for investors are reduced and tender conditions are more in tune with the market demands to help provide more investment incentives, increase private investment channels, and create more job opportunities.

2. As of  January 2024, 493 cases of lands for the establishment of superficies were tendered openly, and 194 tenders were won with a total area of 64.94 hectares. The total awarding royalties were about NT$122,938,530,000.
