Entrusted operation of parking lots to promote private investment

  1. The limit of the base tender price for government institutions at various levels and public utilities to operate temporary paid parking lots cooperatively was relaxed. Depending on parking needs, parking fee charging conditions and the cost for the completion of parking lot facilities, they were allowed to set the base-price for the tender and adjust the ratio of income share to improve the feasibility of the projects. On December 24, 2014, the project was renamed as “The project of the operations of paid parking lots on non-public national land executed by the government institutions at various levels and public utilities entrusted by the departments affiliated to the National Property Administration, Ministry of Finance.” The standard operating procedures regarding the government institutions at various levels and public utilities to operate parking lots were constructed to promote the efficiency of the execution of the project.
  2. In light of the urgent needs of parking lots in cities and in order to activate idle national land, it is necessary to help alleviate the demand for parking lots. “The project of the utilization of national land to conduct open tender to construct and operate temporary paid roadside parking lots on non-public national land executed by the government institutions at various levels and public utilities entrusted by the departments affiliated to the National Property Administration, Ministry of Finance” was established. Since the operation of the open tender, private enterprises with professional know-how have cooperated to construct and operate temporary paid roadside parking lots.
Accomplishments:
  1. With the mechanism of free competition, reasonable rent was received. The original problems of the overly high base-price and difficulty in attracting tenderers were resolved, resulting in the encouragement of private investment.
  2. The adjustment of the ratio of the income share among the government institutions at various levels and public utilities helped boost the feasibility of projects to achieve a win-win situation, resulting in the activation of national land, improvement of the urban environment, and convenient parking.
  3. It introduced private capital and management technology to increase parking and resolved the issue of insufficient parking in urban areas.
  4. By the end of April 2022, there were 147 parking lots with valid contracts.
