What is the difference between “Statement of Opinions” and “Oral Argument”?

“Statement of Opinions” defines that let the administrative appellant expresses her/his opinion individually in the presence of an administrative appeal review committee
member and the staff in charge of the case;while the“Oral Argument” defines that the administrative appellant has a debate concerning fact finding and application of laws with the agency which the administrative action was made, and an administrative appeal decision shall be made upon a resolution of the administrative appeal review committee finally.
