Could customs organize review committee in accordance with Article17 of the Taxpayer Rights Protection Act? 2019.10.31

According to Article17 of The Taxpayer Rights Protection Act, when the central competent authority organizes members of an administrative appeal review committee according to the Administrative Appeal Act, the ratio of men from outside the civil service, scholars, and experts shall not be less than two-thirds. Could customs organize review committee accordingly, or increase the ratio of men from outside to one half?

With regard to your suggestion, the same proposal was presented in the taxpayer rights protection advisory committee (4th, 2018). The chairman of the taxpayer rights protection advisory committee designated Taxation Administration of the M.O.F to research the organization and composition of systems which are similar to the review committee and evaluate the necessity of amending Article17 of Taxpayer Rights Protection Act.
