Promote cooperation with the private sector to jointly develop national land in order to obtain government offices and buildings
According to the Article 47 of the National Property Act and Article 48 of the Enforcement Rules of the same act, the National Property Administration o should prepare a working plan for the approval of the Ministry of Finance to establish the superficies with the duration of 70 years to provide part of the land to be built and operated by government contractors. Government contractors should build government offices and buildings, dormitories for trainees of the Training Institute of the Ministry of Finance, reinforce the structure and refurbish outer walls of the Financial Training Institute on the sites without compensation.
- According to the results of the open tender on April 23, 2013, royalty at the value of NTD1,388 million was received. The rent for the land at the value of NTD39.95 million will be received every year for the duration of the superficies. The Ministry of Finance obtained the space of 9,190 ping for government offices and buildings and 2,569 ping for the dormitories of the Financial Training Institute. The reinforcement of the structure and refurbishment of the outer walls of the Financial Training Institute were valued at NTD1,994 million.
- Government contractors completed the construction of offices, buildings, dormitories for trainees, and the refurbishment of the Training Institute and transferred the rights as state-owned property. On October 25, 2017, the Executive Yuan approved the Ministry of Finance and its affiliated departments to use these properties without compensation. On November 3, 2017, the registration for the change of administrative institution was completed. On September 17, 2018, the Ministry of Finance moved in and began operations.
