MOF Offers Vehicle License Tax Exemption for Disabled People, Bringing Warm & Convenient Services
Here comes good news for drivers with disabilities: the Ministry of Finance (MOF) will start proactively providing vehicle license tax exemption information on eligible people with disabilities to local tax bureaus in August 2019. Effective retroactively from January 1, 2019, disabled people may be exempted from vehicle license tax without applying in person at their local revenue service office.
The MOF states that, in accordance with Subparagraph 8, Paragraph 1, Article 7 of the Vehicle License Tax Act, vehicles used by a mentally or physically disabled person who holds a mental/physical disability handbook or certificate, and a driver’s license, can get vehicle license tax exemption, limited to one vehicle per person. Those who are currently eligible in accordance with the above stated Act still need to submit application form for tax exemption to the local revenue service office where the vehicle is registered.
The MOF further affirms that in order to make the most of the government integration information and provide better services, the Fiscal Information Agency will use the “National Disability Data” from the Ministry of Health and Welfare to examine the “National Vehicle Registration Address Data” starting from August, in order to proactively review data and identify cars whose disabled owners are eligible for vehicle license tax exemption. Moreover, the Revenue Service Office will notify the car owner, saving the disabled from going through the process of applying for tax exemption. Even if the vehicle registration address is changed in the future, the exemption is still effective by which government can fulfill the goal of providing more convenient public services.
The Fiscal Information Agency, MOF, is planning on cross-agency data application to automatically mark the cars which are qualified for vehicle license tax exemption in the computer system, which is expected to be accomplished in August 2019. Revenue Service Offices will proactively provide tax refund if there is any overpaid tax case, to protect taxpayers’ interests.
