Finance Minister H. H. Kung (Kung Hsiang-Hsi) proposed to set up an Audit Department in September 1935. The plan was not approved by the government.
The new Organization Ordinance for the Taxation Department was promulgated on July 2, 1936 and became effective. Drafts of the Ministry of Finance Reorganization Regulations and Departments’ Ordinances was sent by the Executive Yuan to the Supreme Commission of Military Defense in September, 1939, of which, the organization ordiance of National Treasury was approved first for implementation.
