Is it necessary to apply for clearance before leaving the port when a vessel is only to replenish oil and/or supplies?

As long as a vessel without loading/discharge of passengers/goods (excluding vessel supplies) and leaves the port within 24 hours, it is exempt from applying import and export declaration.
