 To strengthen the management of state-owned shareholdings for securing the rights and interests of the government and improving operational synergy of the enterprises with state-owned shareholdings under the MOF.

Apply the mechanism of financial adjustment and assistance effectively to help local government creating revenue and reducing expenditure and to make local finance sound.

To cope with the development of international economy and trend, the MOF attempts to review the amendment of customs regulations to keep pace with the international regulations.

Continue to promote international customs cooperation and build up concrete multilateral and bilateral relationships.

Promote the Authorized Economic Operators (AEO) certification and management system to enhance international partnership as well as mutual recognition of AEO status, aiming to expedite the cargo clearance in importing countries.

Push forward cargo movement security mechanism, apply scientific instruments and set up cargo risk control system and inter-agency database so as to provide a fast, secure and transparent environment for cargo transport.

Promote advance cargo information system by reengineering the sea/air cargo customs clearance automation system and adopting the risk management system of WCO SAFE Framework, so as to facilitate cross-border data exchange.

Promote modernization of examination techniques, employ scientific instruments, and conduct non-intrusive inspection in order to lower the manual inspection rate.

Keep pushing forward the project of establishing the Customs Detector Dog Breeding and Training Center in an attempt to enhance drug enforcement performance and effectively combat drug trafficking.

Diversified uses of national lands to increase treasury revenues.

Coordinate with urban renewal policies, assist to promote local urban development and increase land use benefits by releasing national lands.

Perfect database of national assets, and hold on the information of national assets.

Strengthen coordination and distribution of national properties, and enhance the overall effectiveness of national asset utilization.

Assist administrative authorities to pay attention to property registration management and urge them to improve private occupancy issues; provide actively the use or lease of assets without affecting the use for public purposes.

Continue to promote the restoration of the original landscape of stat-owned non-public use lands as the solution to problems of unauthorized cultivation and construction of state-owned lands, intensify land-conservation and protection of ecological environment.

To prepare sources of revenues actively to support the demand of the reconstruction expenditures.

Active provision of assistance to victims of the disaster to apply for tax reduction of or exemption from all kinds of taxes with approval of cases being provided as quickly and as leniently as possible.

Take initiatives to provide lease information of nation owned farm lands, raise land, agricultural land, grazing land and land for fish culture to county and township offices for fixing preferential percentages for rental reduction.

Take initiatives to provide lease information of nation owned bases to disaster prevention and rescue authorities to identify disastrous cases, and issue agreement of land use rights to assist tenants applying for repair and reconstruction. The rental is free during repair and reconstruction periods.

Fast import clearance and duty deduction and exemption for relief goods will be processed timely.

The MOF coordinates with banks with state-owned share holdings in working in accord with government policy to assist the victims in obtaining loans and to use individual bank funds to provide for related relief loans in relation to the natural disaster.

To continue the promotion of e-filing so as to enhance its convenience for use.

To promote the service of providing the individual with his or her information related to deductions for individual income tax so as to reduce the costs of both the tax administrations and the taxpayers.

To integrate the taxation information systems so as to enhance the taxation administrative efficiency.

Establishing customs-maritime-trade single window, integrating customs network, MT-Net & FT-Net information systems, harmonizing trade & economic data information, creating data warehouse of commodities, for the purpose of providing facile one-stop service.

Continuously supervising the agent institutions attend to the national treasury business, and generally      establishing tax collecting agencies to promote the convenient service measures.

Set up online management system of national properties, and accelerate electronising database of property management in order to improve property registration data.

Establish standard operating procedures for managing national properties, and compile operation manuals for all kinds of business.

Strengthen the management of institution used lands, and urge the institutions to transfer nation owned real estate which are not currently used for public purposes to all levels of government or private sector for construction use to enhance utilization efficiency.

Respective institutions have been directed to carry out on -site checks of state-owned public property so as to promote efficacy in the management of national potency.

Hold training programs for mid-/high-level management staff to strengthen their leadership capacity, professionalism and macro vision so as to raise their self- expectation, increase their loyalty to the Ministry of Finance, and improve the  service quality of the team .

Designe the visiting program to stimulate learning capacity with diverse form and cultivate excellent organizational culture as well as civil service manpower.

In line with the financial policies to under take related outsourcing research work, so that the relevant theoretical basis, the precedents of other countries, and our own conditions, could be taken into account in the policy processing stage.

Promote deregulation of laws to bring forth financial reform, reactivate economic growth to enhance national competitiveness.

Urge the MOF and its auxiliary agencies to reinforce the budget execution, avoiding serious delay in processing, and retaining of huge expenditure to raise the implementation rate of capital budget.

Based on the mid-term resource allocation guideline and the principle of zero-based budget system, to make an overall review of the effect of present administrative program and resource allocation so as to spare quota for new policy implementation and carry out a carefully compiled annual budget expenditure within the MOF’s mid-term budget expenditure quota approved by the Executive Yuan.
