Policy Aims and Objectives of the Ministry of Finance in 2009
- To set up a sound National Treasury system and increase financial revenue.
- To strengthen the administration of treasury affairs and increase the management efficiency of public fund.
- To enhance the management efficiency of related revenues such as fees, fines, rents, and others.
- To strengthen the tobacco and liquor administration mechanism and ensure the safety of consumption.
- To provide a diversified internet service, strengthen the management of electronic payment operations, and promote the security and disbursement efficiency of National Treasury.
- To strengthen financial management and to stabilize financial foundation.
- To strengthen management of public debt and perfect fiscal finance of government of all levels.
- To raise fiscal adequacy and autonomy of local governments, and carry out fiscal accountability by them selves.
- To strengthen the management of government shareholdings and raise the operational performance.
- To accomplish a sound and fair tax system and promote an environment for international competitiveness.
- To expedite tax reform to achieve the policy aim of alleviating taxpayers’ burden and simplifying taxation administration.
- To facilitate international taxation exchange and promote the conclusion of double taxation agreements to ensure a fair tax treatment for our nationals.
- To strengthen taxation administration, promote efficiency in tax collection and establish a simplified administrative and convenient tax environment.
- To provide fast service measures of electronization to improve the quality of tax payment services.
- To continue the promotion of e-filing and to enhance its convenience for use.
- To improve skills of assessment in tax administration and to maintain the fairness and justice of taxation.
- To strengthen the collection of taxes to increase tax revenues.
- To continue to promote the use of barcode system for payment of tax bills to enhance the efficiency of tax payment services.
- To improve the environment of work places to increase the efficiency in taxation administration.
- To improve the efficiency of service by promoting the use of electronic invoice, the use of electronic device to file and pay taxes, and the use of internet to file local taxes.
- To implement the program of reducing taxation litigations to solve the disputes of tax collection, and reduce the cases of tax administrative remedies.
- To promote the introduction of the WCO SAFE and provide an excellent economic and trade development environment through:
- Modernization of customs related laws and regulations so as to be in concurrence with international standards
- Participation in international meetings and facilitation of signing customs mutual agreements with other countries so as to strengthen customs co-operation
- To establish a safe and fast clearance environment so as to promote efficiency in customs clearance through:
- Establishing an Authorized Economic Operators (AEO) Validation & Management System to expedite cargo clearance
- Continuation of the implementation of ‘The Plan for the Establishment of Center for Breeding and Training of Detector Dogs so as to fight against illegal drug trafficking and improve the efficiency of interception of drugs.
- Continuation of the establishment of the Mobile Cargo container Inspection Machines so as to promote effectiveness of container inspection and improve efficiency of customs clearance
- Establishing the Customs-Maritime-Trade Single Window System to facilitate import/export and transit clearance operations and promote the development of industries.
- To Strengthen the allocation, management and utilization of national property to improve the efficiency in the use of national property.
- Perfecting the information database of national property to facilitate overall planning and application.
- Enhancing efforts to handle the real estates used by government agencies. Urging the agencies to consign the national real estates not necessary reserved for public use to other institutions from the public or private sector for construction purpose to improve the efficiency of the use of national properties.
- Implementing a unified management mechanism of national assets to improve the overall efficiency of the use of national property.
Assisting the administration agencies to perfect the management procedures for national properties.
- Diversifying the use of state-owned, non-public used properties to improve management efficiency.
- Flexiable application of diversified land-disposition mechanisms to derive additional revenue for the National Treasury.
- Release of state-owned lands to coordinate with urban redevelopment policies.
- Restoration of the original landscape of stat-owned, non-public used lands as the solution to problems of unauthorized cultivation and construction of state-owned lands, intensifying land-conservation and protecting ecological environment.
