Policy Aims and Objectives of the Ministry of Finance in 2011
- Improve the financial strategies and raise the financial efficiency.
- To help the Central Government Agent save money, find money, make money and spend money properly, we implement the “Program for Improving the Efficiency of Government Finance” that we can achieve the goal of supporting construction with public finance.
- To strengthen the management of state-owned enterprises, to ensure the benefits of state-owned shareholdings, and to enhance the operational synergies of each enterprise.
- To raise efficacy in the management of government revenue, to enhance the reasonableness of the collection of charges and fees, and to improve the soundness of the system for the management of government finances.
- Enhancing the efficiency of debt management and strengthening management of the public debt of the general government.
- Continuous promoting the regularly moderate issuance of government bonds and treasury bills to facilitate the development of the bond market.
- Strengthening the financial planning for public infrastructure projects to improve its financial performance.
- Utilizing effectively the mechanism of fiscal adjustment and assistance to help local governments to implement measures to increase revenues and reduce expenditures so as to improve local finance.
- Strengthing the supervision of lottery management and to enhance the provision of social welfare.
- To improve tobacco and alcohol administration so as to protect the safety of consumers.
- Improve disbursement efficiency, enhance disbursement services and ensure disbursement security.
- The aim of maintaining the fairness of taxation and upgrading efficiency in tax administration.
- To propose tax laws amendment and tax reform implementation so as to achieve the policy aim of alleviation taxpayers’ burden and simplifying tax administration.
- Continuing to revise tax laws and regulations so as to conform the principles of justice and fairness.
- To facilitate international taxation exchange and promote the conclusion of tax conventions with other countries so as to ensure our nationals or enterprises fair tax treatment in those countries.
- To improve skills of assessment in tax administration so as to enhance the assessment of tax evasion and to maintain the fairness and justice of taxation.
- To strengthen the collection of taxes to increase tax revenues.
- To continue to promote convenient ways to pay taxes so as to offer a convenient tax service and simpler administration.
- To improve the environment of work places to upgrade the efficiency in tax administration.
- To implement the program to reduce taxation litigation and supply a convenient channel for consultation and appeal to promote the quality of the handling of inquiry case and to solve controversies between taxpayer and tax authorities in an effective way.
- To implement the service of Pre-Calculation of Consolidated Income Tax Returns so as to reduce the compliance costs of individual taxpayers.
- Further Customs management to uplift the effectiveness of facilitation:
- To review and amend related Customs laws and regulations, establish sound trade and economic networks, enhance the security and facilitation of Customs clearance, and improve international competiveness of enterprises.
- To revise the Customs Duty policy timely to maximize the economic functions of Customs Duty.
- Continue to promote international customs cooperation, establish multilateral and bilateral Customs relations with other countries.
- Carry out the anti-dumping duties and countervailing duties system, maintain an ideal environment for industrial operations.
- Continuously promote Authorized Economic Operator(AEO) certification and management system to reduce Customs intervention at the border and enhance security and facilitation for AEO in global trading.
- Implement the mechanism of cargo movement security, provide fast, secure and visible cargo transportation environment.
- Promote Advance Cargo Information System , upgrade security and facilitation of cargo clearance.
- Modernize inspection technique（Non-intrusive Inspection Instruments, NII）, reduce the ratio of manual inspection and examination.
- Continuously give impetus to the establishment of Customs Detector Dog Breeding and Training Center so as to fight against drug smuggling more effectively.
- Activate national assets, and create asset values:
- Diversify the use of national lands to increase treasury revenues.
- Coordinate urban renewal policies, assist in promoting local urban development and increase land use benefits by releasing national lands.
- Perfect database of national assets, and gain control over the information of national assets.
- Strengthen coordination and distribution of national properties, and enhance the overall effectiveness of national asset utilization.
- Assist administrative authorities in paying attention to property registration management and urge them to improve private occupancy issues; allow the use or lease of assets without affecting the use for public purposes.
- Continue to promote the restoration of the original landscape of state-owned, non-public use lands as the solution to problems of unauthorized cultivation and construction of state-owned lands, intensify land-conservation and protection of ecological environment.
- Clean up large-scale national building areas, strengthen utilization efficiency, and establish activated methods of application.
- Enhancing efficacy through e-Transformation.
- Continued execution of e-Filing business to provide further convenience for the public.
- Continued execution of the Digitalization of the Individual Income Tax e-Deduction Statement Project to reduce both the government’s and taxpayers’ expenses.
- Integration of taxation information systems to enhance efficiency in taxation administration.
- Construction of the e-Invoice Platform to lower costs for businesses.
- Establish “Customs-Maritime-Trade Single Window” to expedite Customs clearance, and provide fast and integrated services.
- To improve management processes, improve service performance.
- To strengthen the tobacco and alcohol administration as well as to consistently urge and help manufactures to control hygiene standards, enhance the quality of alcohol products, and ensure the safety of consumers.
- Promote the utilization of Internet Version of“National Public-use Property Administration System”and“National Public-use and corporate Organizational Property Online Transmission System”and accelerate the computerization of database of property management in order to improve property registration data.
- Establish standard operating procedures for managing national properties and compile operation manuals for all kinds of business.
- Activate public assets, and enhance utilization effectively.
- Strengthen the management of state-owned institutional lands, and urge the institutions to transfer the real estates which are not currently used for public purposes to all levels of government or private sector for construction use to enhance utilization efficiency.
- Respective institutions have been directed to carry out on -site checks of state-owned public property so as to promote efficacy in the management of national potency.
- Enhancing the qualifications of Personnel, Establishing an excellent team.
- Conduct training programs for mid-/high-level management staff to strengthen their leadership capacity, professionalism and macro vision so as to raise their self- expectation, increase their loyalty to the Ministry of Finance, and improve the service quality of the team.
- Design visiting programs to stimulate learning capacity with diverse form and cultivate excellent organizational culture as well as civil service manpower.
- Complete Organizational Reform of the Executive Yuan
- Coordinate with the process of Organizational Reform of the Executive Yuan, actively adjust the division of labor, staffing (transference) and the protection of employee rights, legal system operations, budget and final statement processing, property take-over and office building assignment, information transfer and system integration, file transfer and other operations.
- To improve the quality of research.
- In line with the financial policies to under take related outsourcing research work, so that the relevant theoretical basis, the precedents of other countries, and our own conditions, could be taken into account in the policy processing stage.
- To urge staff members to do research, combining theory and practice to improve their professional capability.
- Promote deregulation of laws to bring forth financial reform, reactivate economic growth to enhance national competitiveness.
- Increase the benefits of assets and allocate government resources properly
- Urge the MOF and its auxiliary agencies to execute budget based on austerity, avoiding serious delay in processing and retaining of huge budget expenditure to raise the implementation rate of capital budget.
- Based on the mid-term resource allocation guideline and the principle of zero-based budget system, to make an overall review of the effect of present administrative program and resource allocation so as to spare quota for new policy implementation and carry out a carefully compiled annual budget expenditure within the MOF’s mid-term budget expenditure quota approved by the Executive Yuan.
- Enhancing the qualifications of manpower and the efficiency of management.
- To streamline the organization in line with government policy, and manage properly the personnel of the Ministry of Finance and its auxiliary agencies.
- Promote legal education, and the cultivation of humanity and e-learning, to create a diverse learning environment so as to encourage all colleagues a lifelong learning passion and improve the qualifications and core competency of manpower.
