• Implementation of Measures to Forward the Goals of the Fiscal Reform Plan

In the year 2005, the Ministry of Finance will implement control measures to forward the goals of the Fiscal Reform Plan. The plan includes sixty measures related to reforms in the revenue, non-revenue, and expenditure areas. The measures are classified as either short-, mid, or long term. Short-term measures refer to those measures with a control period of three months, mid-term measures to those measures with a control period of six months. A rolling method is being adopted. The measures will be reviewed once every two years. We hope to achieve the goal of fiscal balance by the year 2011.

 

• Creation of a complete treasury administration system, strengthening of the transparency of government debts, and provision of assistance for the improvement of regional finance in order to stabilize government finance

To establish a complete regional legal financial structure to enhance the autonomy of regional finance

To establish an early debt warning system to fulfill the objectives of fiscal accountability

To create reasonable, objective, and feasible fee-paying mechanisms so that more financial institutions are involved in the collection of government taxes

To strengthen the transparency of government debts and enhance the efficiency of government debt management

To increase diversification of government bond products and regularize government bond issuances to promote the development of the bond market

To establish a sound system for the levy of charges and fees to realize the principle of the 'user pays'

To execute 'The Stage 2 Operational Plan for the Treasury Centralized Payment System Implemented for National Defense Expenditures' to enhance the effects of the application of national treasury funds

To enhance the production and marketing mechanisms of the tobacco and alcohol market, to promote the privatization of the Taiwan Tobacco and Liquor Corporation, and to enhance administrative efficiency in work related to tobacco and alcohol affairs

• Ensurance of a healthy taxation system by the strengthening of taxation policies, establishing fair taxation, and improving the quality of tax services

To regulate the taxation structure in a reasonable manner and broaden the tax base so as to improve the provision of fair and reasonable taxation

To continue to resolve cases of delinquent taxation and enhance the assessment of tax evasion with the aim of upgrading efficiency in administration of the taxation system and enhancing revenue

To continue to implement the integration of the taxation information system

To expand the use of filing and inquiry via the internet and to strengthen the 'Single Window Service' so as to enhance the quality of services; and to strengthen public understanding of the functioning of the taxation system through the use of public media so as to improve tax compliance

To improve the environment of tax offices so as to enhance efficiency in taxation administration

To promote international taxation communications so as to be compatible with globalization

• Creation of a paperless and barrier-free clearance environment and simplification of clearance procedures to enhance the efficiency of customs clearance

To revise the tariff rate in response to changes in economic and trade development

To review and amend Customs regulations to conform with international standards

To continue to enhance the efficiency of Customs in effecting clearance and to create a paperless and barrier free clearance environment

To simplify Customs clearance procedures and improve clearance operations in relation to bonded goods to meet the needs of the establishment of the Free Ports

To enhance the effectiveness of anti-smuggling efforts by applying a risk-management mechanism

To enhance international Customs co-operation through the signing and promotion of free trade agreements; and implementation of anti-dumping and countervailing measures to maintain an environment of fair competition

• Promotion of efficiency in the management of national assets in order to increase treasury revenue
