Understanding printed e-invoices
Ms. Chen called to inquire about a printed e-invoice, saying that a shop had given her a piece of receipt-like thermal paper instead of the regular uniform invoice after she had paid for her purchases, and that the shop attendant said that it was a printed e-invoice. Ms. Chen asked: What is a printed e-invoice? How can she claim a cash prize or donate the invoice using a printed e-invoice? The National Tax Administration of Southern Taiwan Province (NTAS), Ministry of Finance explained that buyers carrying a carrier (e.g., member card, YOYO card, I-cash, etc.) and making purchases in shops, participating in trial runs of the use of e-invoices and being approved to issue e-invoices, may obtain an e-invoice by connecting the carrier to the system. Details of the transaction will be saved onto the E-Invoice Platform of the Ministry of Finance via the Internet, and the shops need not issue a printed cashier uniform invoice; thus, the goal of paperless transactions can be achieved. However, during the trial period, some buyers may not have the relevant carriers or may be reluctant to accept transactions without a printed invoice, so some shops participating in the trial may print out the e-invoice with anti-counterfeiting features. The printed e-invoice is the same as the traditional uniform invoice in terms of claiming cash prizes and making donations, stated the NTAS. Citizens may just drop the invoice directly into the donation boxes. When a prize is won, the e-invoice may also be used for claiming the prize. Therefore, consumers have to keep the printed e-invoices safe, to avoid missing their chances of winning the NT$10 million cash prize. The NTAS further explained that citizens may go to the Ministry of Finance’s E-Invoice Platform (http://www.einvoice.nat.gov.tw) 48 hours after making a payment and click on“我要稽核” (Check Invoice) if they have any doubt about the authenticity of a printed e-invoice. By entering the invoice number, issue date and the e-digit random number of the printed e-invoice in the “National E-invoice Data Audit System”, citizens may check if the shop has issued the e-invoice genuinely according to the tax laws. The interest of the public is thus protected.
